The platted lot will be 11.62 acres and would contain the Home Depot store and the associated parking. Proposed Outlot A will be 2.54 acres and would contain a future freestanding commercial building, future commercial space attached to the Home Depot building and parking. Currently all three of the proposed commercial spaces are located on one lot. At the time the freestanding building or the attached retail space is constructed, Outlot A will be platted. It is likely that Outlot A will be platted into 2 lots, one for the freestanding building and one for the attached retail space. Grading, drainage and utility issues are addressed in the City Engineer's memo. Park and recreation fees and storm water management fees were paid when the property was platted as Elk River Crossing; therefore, no additional fees will be collected with this plat. Development Plans The applicant is proposing to construct a 120,000 square foot home improvement store with 11,000 square feet of fenced outdoor storage. The outdoor storage area will also be utilized as part of the garden center during the spring and summer. The site plan was compared to the development plan approved as part of the conditional use permit for the PUD. The approved development plan included an 112,000 square foot home improvement building with 32,000 square feet of attached retail space. The proposed plan shows a 120,327 square foot home improvement store and 11,585 square feet of attached retail space. The proposed plan has 12,000 square feet less retail space than what was approved in the development plan for the PUD. At this time the City Council is being asked to consider only the 120,327 square foot Home Depot, it's associated parking and landscaping. The builder of the attached retail space will have to apply for a separate conditional use permit if and when they move forward with construction. The 120,327 square foot store requires 602 parking spaces. Only 570 spaces, of the required 641 spaces, will be constructed as part of this project; 71 spaces are shown as "proof of parking" along Zane Street and will be constructed if needed in the future. The parking for the adjacent retail space and the freestanding building, with the exception of some of the spaces right in front of the freestanding building, will also be installed at this time. As proposed, there is no separation between the building, pedestrian area, merchandise pick up and traffic areas. Curbing should be installed along the front of the building to provide a distinct separation between the drive aisle and the sidewalk. The curb could be lowered in areas that will be designated as merchandise loading areas and at the entrance and exit. Installing curbing would also eliminate the need for many of the numerous bollards located around the building. The applicant is proposing to extend curbing around from the drive aisle connecting Walmart, across the front of the future attached retail space, to the front of this store and along the outside of the landscaped area on the south side of the outdoor storage/garden center. Access to the site is provided as shown on the approved development plan. There are four access points for this site, one from Tyler Street, which is right in - right out only, two from 179th Avenue and one from Zane Street. The loading docks are located on the south side of the store facing 179th Avenue. Because the building is surrounded on three sides by public streets it would be difficult to place the loading docks so they are not visible from a public right-of-way. The docks will be about 4 feet below the grade of the street and will be partially screened with a wall that will match the exterior of the building. Landscaping will be provided to help screen the loading docks from the adjacent streets. Grading, Drainage and Utilities Grading, drainage and utilities are addressed in the City Engineer's memo Outdoor Storage and Display The proposal includes an 11,000 square foot outdoor storage area and garden center. The area will be enclosed with a 20-foot high fence with columns and eight-foot high walls on the side and rear. The front will include 3-4 foot high knee wall. The fence will look like a wrought iron fence. The storage racks should be painted black and storage shall not extend above the top of the S:XPLANNING\SCOTT\CU9936CC.DOC Memo to Mayor and City CounciYCU 99-36 January 18, 2000 Page 4 fence. The garden center should be used for storage and display of seasonal goods normally sold within the garden center. There are designated areas in front of the store that will be used to display seasonal merchandise. A pavement that is different from the sidewalk will delineate the display area. Displaying merchandise outside of the designated area will be prohibited. The site plan also shows a 6000 square foot seasonal sales area in the parking area adjacent to the south side of the outdoor storage area. The size of this area will depend on the amount of display area in front of the store. The total outdoor display area cannot exceed 5% of the total square footage of the building. Home Depot will use this area as a seasonal sales and display area for their garden center. A temporary split rail fence should surround the area. The use of this area should be limited to the sale and display of garden center materials and removed no later than mid summer. The applicant is proposing an outdoor storage and loading area "cantilever storage rack" that will be utilized by contractors. The storage area will be located on the north side of the building, behind the attached retail space A. It is situated so it does not interfere with traffic using the adjacent drive aisle. Contractors will be able to get out of the flow of traffic while loading their material. Landscaping will help screen the area from Tyler Street and it will not be visible from the front parking area and only slightly visible from Walmart. Landscaping The applicant has provided a landscape plan that is for the most part consistent with the plan approved as part of the PUD. The parking islands in front of the store should be planted with shade trees and the trees on the other islands should also be shade trees. All landscaped areas should be irrigated. The applicant has also landscaped the area along Zane Street that has been designated as proof of parking. This landscaping will remain in place until the demand for parking exceeds what is initially constructed. Street trees as shown on the PUD landscape plan should be planted along the right-of way for Zane Street except for areas within the utility easement. Signage Home Depot is proposing 789 square feet of wall signage. The amount of wall signage complies with amount approved in the development standards for S:XPLANNINGXSCOTT\CU9936CC.DOC Memo to Mayor and City CounciYCU 99-36 January 18, 2000 Page 5 this PUD. Wall signage includes Home Depot channel letters over the entrance along with their company motto "Minnesota's Home Improvement Warehouse". Additional wall signage includes "Indoor Lumberyard" and "Garden Center". For comparison, Walmart was approved with 580 square feet of signage and Menards has 586 square feet. No freestanding sign is being proposed. The location of a development sign has been approved near the intersection of Main Street and Highway 169. Home Depot will be able to be incorporated into the design of that sign as well as the development entrance signs located on Zane Street and 179th Avenue. Planning Commission Meeting December 28th Meeting At the Planning Commission meeting held on December 28th no one spoke at the public hearing. The main issue discussed was building elevations. The Commission wanted more texture on the concrete panels and either face brick or split face block as the material on the pilasters and wainscoting. They also expressed some concern about the lack of detail along the top of the building and along the rear of the building. The Commission expressed some concern regarding the proximity of parking spaces and the entrance from Zane Street. They felt the 28 spaces on the left side of the drive aisle, in front of retail space A, should be reduced to 14. That section of parking should be accessed from the drive aisle in front of the retail space. The Commission agreed that since this parking is located on the same lot as retail space A, if it becomes a problem it can be addressed when retail space A applies for a conditional use permit. Other site plan issues discussed by the Commission included the seasonal sales area on the south side of the outdoor storage/garden center. The Commission was concerned about the proximity to the access from 179th Avenue and it's impact on traffic flow. The outdoor contractor pick up area or "pro-initiative storage area and catilevered storage rack" was also a concern. They felt the proposed area was too visible from Tyler Street and would adversely affect the traffic flow in the adjacent drive aisle. They felt the material should either be kept inside until picked up by customers or else the area moved to the north side of the building. S:\PLANNINGXSCOTT\CU9936CC.DOC Memo to Mayor and City Council/CU 99-36 January 18, 2000 Page 6 January 11th Meeting The Planning Commission reviewed revised plans at their January 11th workshop. At that meeting the Commission reviewed revised building elevations. The elevations included brown face brick on the pilasters and wainscoting. The concrete wall panels will be stucco finished in a light tan color. A 12" two-step metal cap will top off the building and 2' EIFS caps will be in place on top of the pilasters and the central entrance. Instead of adding building details to the rear of the building the developer added landscaping to help screen the building from Tyler Street. The Commission felt the revised plans addressed their concerns regarding building elevations. The outdoor storage/garden center was also discussed. It was staffs interpretation that the front display area and the seasonal sales should be included in the 5% allowed display area. With this interpretation, the seasonal display area would be limited to about 3400 square feet. The Planning Commission had a different interpretation. They felt the seasonal sales area was part of the garden center should not be included in the 5% allowed for outdoor sales and display. They left the seasonal display area at 6000 square feet. To address their concern about impact on traffic flow, they added a condition that no parking or loading would be allowed in front of the garden center or seasonal sales area. All loading would have to be in the rear of the garden center or in the designated pick-up area in front of the store. Landscaping was added along Tyler Street and along Zane Street as well as along the south side of the garden center and in front of the store. Recommendation The Planning Commission and staff recommend the City Council approve the preliminary plat and Resolution No. 00- granting final plat approval for Home Depot Addition and the conditional use permit for a 120,000 square foot home improvement store with the following conditions: Preliminary and Final Plat 1. All comments of the City Engineer be addressed. 2. The north boundary of Lot 1 be adjusted to allow for the enclosed storage area to be placed on the north side of the Home Depot building. ALL LANDSCAPED AREAS SHALL BE IRRIGATED. 4. ALL SIGNAGE SHALL BE REQUIRED TO APPLY FOR A CITY SIGN PERMIT. 5. NO FREESTANDING SIGN HAS BEEN APPROVED AS PART OF THIS CONDITIONAL USE PERMIT. 6. The submittal package consisted of the existing conditions, preliminary plat, preliminary site plan, preliminary grading plan, and preliminary utility plan. All of these were prepared by John Oliver and Associates and dated November 29, 1999. In addition there was a site lighting plan, landscape plan, building elevations and main floor plan submitted which were prepared by Greenberg Farrow Architectural, Engineering and Planning. Based upon our review we would offer the following comments. The preliminary plat shows more drainage and utility easements than we believe are necessary. It appears that the preliminary plat shows a proposed easement over the storm sewer draining the parking area. The City will consider this storm sewer system to be private until the water is deposited into the pond at the rear of the Home Depot building. Therefore, this storm sewer system does not need an easement covering it. 2. At the staff review meeting, Steve Wensman suggested that the islands closest to front of the store be slightly larger to accommodate landscaping elements. Sidewalk should be continued to the south end of the site across the area near the driveway. The Elk River Crossing plat should include a pedestrian crossing of 179th Avenue at this point and a small segment of sidewalk on the south side of the street to connect to the sidewalk leading to the Vandenberg Industrial Site. 4, Around the perimeter of the parking area a 42-foot dimension is shown. This would equate to an 18-foot parking stall and a 24-foot drive isle. However, the dimensions are to the back of curb. The 42-foot requirement should be measured from the face of curb. It also appears that in the northwest corner of the parking area there is a slight skew, which restricts the drive isle to less than 24-feet. 1326 Energy Park Drive · St. Paul, MN 55108 ° 651/644-4389 fax 651/644-9446 toll free 888/368-4389 Mr. Scott Harlicker December 15, 1999 Page Two At the north end of the site there is a driveway shown to connect to the Wal-Mart building site to the north. However, this proposed driveway is shown beyond the limits of construction. It is our understanding that the Wal-Mart site will be under development at the same time or before the Home Depot site. Therefore we would suggest that driveway connecting to that site be constructed at this time. 6. The driveway access of the Tyler Street on the east side of the store is shown as 36-feet wide. City ordinance sets a maximum driveway width of 32-feet. The grading plan shows a 12-foot drop in approximately 20-feet at the rear of the store adjacent to the proposed pond. This is far to steep of grade for this area. We have talked to Lynn Caswell of John Oliver and Associates and he indicated that they are looking at slightly revising the grading plan and perhaps dropping the finished floor elevation of the building to minimize the fall from the building to the pond in this area. The utility plan shows the watermain to be looped from 179th Avenue around the building and then connected to the north in the Wal-Mart site. We would suggest that it might be easier to loop the watermain back to Tyler Street in the northeast corner of the site. Tyler Street has not been constructed at this time and the watermain could be easily wet-tapped. This would provide a shorter loop then would be required to loop to the Wal-Mart watermain. The storm sewer plan shows all drainage from the front of the building including the parking area to be connected to the storm sewer proposed for I79th Avenue at two locations ©ne of these locations provides at 27-inch stub, the other provides a 21-inch stub. It will be necessary to review the drainage calculations for the Home Depot site to compare them to the storm drainage calculations approved for the Elk River Crossing development to ensure that adequate capacity has been provided to these two locations to service the Home Depot lot. Howard R, Green Company CONSULTING ENGINEERS DEVELOPMENT STANDARDS Architectural Character 1. Facades and Exterior Walls The Elk River Crossing development will represent the eastern terminus of the Main Street corridor which connects Highway 169 and the Central Business District. As such, the exterior appearance of the buildings should include elements of buildings found along the corridor and in the Central Business District. Facades should be articulated to reduce the massive scale and uniform impersonal appearances of large retail buildings and provide visual interest. Buildings over 100 feet in length should incorporate recesses, off-sets, pilasters or angular forms so that no uninterrupted length exceeds 50 feet. The wall projection or recess should be a depth of approximately 3% of the length of the uninterrupted building length. Buildings should have architectural features and patterns that provide visual interest at a pedestrian scale. The features should be an integral part of the building fabric, and not be applied trim, graphics or paint. Variations to roof lines and cornice details should also be used to add interest to buildings. Exterior building materials and colors comprise a significant part of the visual impact of a building. Therefore, they should be aesthetically pleasing and compatible with materials and colors used in the Central Business District and along east Main Street. Facade colors should be subtle, neutral or earth tone colors. The development shah use a consistent palate of materials and colors throughout. Facades of a building which are visible from adjoining properties or public streets shall include certain design elements found on the front facades. Predominant exterior facade materials should include, but not hmited to, one or more of the following: · brick · native stone · tinted, textured, integrally colored concrete masonry units. · stucco · tilt-up concrete panels with exterior facades as referred to in these standards Predominant exterior building materials shall not include the following: · smooth faced concrete block smooth faced or raked faced tilt up concrete panels prefabricated steel panels. 2. Entryways Entrances should be clearly defined and visible. They should incorporate devices such as canopies, overhangs, recesses/projections, arcades, raised parapets over the doors, peaked roof forms, display windows, architectural details such as tile works and moldings which are integrated into the building design. Lighting General site and street lighting (excluding general parking lot lighting) shall be a design that is compatible and connects with the lighting utilized in the Central Business District. It shall be at a pedestrian scale. Wall lighting fixtures shall be consistent with the pedestrian and general site lighting. General parking lot lighting shall be at a height no greater than 30 feet. Poles and fixtures shall be a design that compliments the street and general site lighting standards and fixtures. Loading Areas, Trash Collection and Outdoor Storage Loading docks, truck parking, HVAC equipment, and other service functions should be incorporated into the overall design of the building and screened from view of adjoining properties and streets. Trash compactors and dumpsters should be within an enclosure constructed of the same materials and colors as those used in the building. Outdoor areas used for the sale and/or display of seasonal inventory shall be permanently defined and screened with walls and/or fences and landscaping. Outdoor sales and display areas, except for garden centers, shall not exceed 5% of the ground floor area of the building. Canopies Canopies located over pump islands are allowed provided the architectural design, colors and character of the canopy shall be consistent with the principle building on site. The fascia of the canopy shall not be illuminated. Canopy lighting shall consist of canister spot lights recessed into the canopy. No portion of the light source or fLxture may extend below the bottom face of the canopy. Signage Signs shall be an integral part of the overall architectural design of a building and the project, rather than contrasting with it. They must consist of materials and design which compliments the architectural elements of the building and project. Signs must not be visually distracting or tend to dominate by means of location, size, color or hghting. All signs shall be internally illuminated. All freestanding signs shall be setback a minimum of 10 feet from all property lines and shah not obstruct visibility or encroach in any drainage or utility easements. ' Development Sign One freestanding development sign identifying Elk River Crossing will be permitted at the corner of Main Street and Highway 169. The sign shall be a monument style sign with a maximum height of 30 feet and a width of 16 feet. The number of tenants allowed on this sign shall be limited to 4. Total sign area shall not exceed 225 square feet and shall not exceed 10 feet in width. The sign shall be constructed of brick, face brick or colored rock faced block and may include decorative brick and/or decorative glazed block as accents. Entry Signs Two entry signs shall be allowed, one at the Main Street and Zane Street intersection and one at the Tyler Street and 179th Avenue intersection. These signs shall be a monument style sign with a maximum height of 8 feet and a width of 16 feet. Total sign area shall not exceed 128 square feet. The sign shall be constructed of brick, face brick or colored rock faced block and in may include decorative brick and/or decorative glazed block as accents. These entry signs may identify no more than 4 tenants. Monument Signs for Freestanding Sites Each of the freestanding buildings within Elk River Crossing will be allowed to have a freestanding sign. The freestanding sign must be a monument style with a maximum height of 10 feet and a maximum area of 100 square feet. The sign shall be constructed of brick or face brick and in may include decorative brick and/or decorative glazed block as accents. Wall Signs for Freestanding Sites Wall signs for each freestanding building must consist of individual letters and shall not have more than I wall sign for each principle building, except that where a principal building abuts 2 or more public streets, 2 wall signs will be allowed. Awning signs and canopy signs, including canopies over gas pumps, shall be included as wall signs. Awning and canopy signs shall not be illuminated. The sign area shall not exceed seven (7) percent of the area of the building wall, including doors and windows, to which the sign is to be affLxed Wall Signs Retail Building North Side of Home Improvement Store Wall signs for the retail building attached to the north side of the proposed home improvement store shall consist of individual letters. Capital letters shall not exceed 36" high, lower case letters shall not exceed 24" high. Signs shall be for store identity only and shall not be allowed on the rear or side of building. Signs shall not extend closer than 3 or 4 feet from the projected lease line. If the space is leased by a single tenant, sign area shall not exceed 10 percent of the area of the building wall, including doors and windows, to which the sign is to be affLxed Major Tenant Wall Signage Total wall sign area for major tenants should not exceed 7% of the front facade of the principle structure and must consist of individually mounted letters and corporate logos. Letters shall not exceed 6 feet in height and logos shall not exceed 10 feet in height. All signage shall be internally illuminated. The proposed subdivision is consistent with all applicable general and specialized city, county, and regional plans including, but not limited to, the City's Comprehensive Development Plan. The physical characteristics of the site, including , but not limited to, topography, soils, vegetation, susceptibility to erosion and siltation, susceptibility to flooding, and drainage are suitable for the type and density of development and uses contemplated. The proposed subdivision makes adequate provision for water supply, storm drainage, sewage transportation, erosion control and all other services, facilities and improvements otherwise required herein. Eo The proposed subdivision will not cause substantial environmental damage. The proposed subdivision will not conflict with easements of record or with easements established by judgment of a court. The drawings were prepared by John Oliver and Associates and had a revision date of January 10, 2000. Based on our review we would offer the following comments: 1. The preliminary plat shows drainage and utility easements covering the water main to be looped around the building. It should be noted in the dsveloper's agreement that there is sanitary sewer and storm sewer that will also fall within these easements but are not considered public utilities. The sanitary sewer would be considered a service to the Home Depot store and the storm sewer would be considered a private utility until such time that the '-un-off is deposited in the retention pond at the east side of the lot. 2, It appears that the main drive isle in the.front of the building will be relatively flat. The finished floor elevation of the proposed building is at 888.5, The high point in the curb islands directly in front of the building are set at 888.4 with the end of the islands at 888.2. This creates a relatively flat area through this drive isle, We would suggest that this be looked at carefully and more grade be provided. 3. It should be noted on the construction plans for this development that there is an existing hydrant off of 179th Avenue Northwest which needs to be relocated due to the entrance to the Home Depot site. 4. The, utility plan shows three hydrants along the rear of the building. These hydrants fall on the east side of the curb line in the 3;1 po.nd slope. We would suggest that small retaining wal;s be used to build the area up around the hydrant.
