REVIEW 5/25/93 CITY COUNCIL MINUTES A number of Park and Recreation Commission items were reviewed at the 5/25 City Council meeting, and therefore, these minutes are included as an update for the Commission. Additionally, the Commission should be aware that the City Council approved the $500 reward for information that would lead to the arrest and conviction for the individuals responsible for the cutting of trees along Highway 169 near the shopping center; approve the use of staff time for work with the Commission in updating the Master Park Plan; and agreed that the Commission should meet on the second Wednesday of each month in order to provide input on plat proposals before they are reviewed by the Planning Commission. Action by the Council on these three items took place on 5/17/93. . 6 . MISSISSIPPI OAKS PARK DEDICATION REQUIREMENTS Building and Zoning Administrator, Steve Rohlf, will be in attendance at this meeting to discuss park dedication requirements associated with Mississippi Oaks plat. On 5/17/93, the City Council referred this part of the plat back to the Park and Recreation Commission in order to identify the exact location and size of the park. The Council indicated that the park should be developed within phase II of the plat. The developers are expected to be present at this meeting. 7 . PARK REQUIREMENTS FOR BUS TERMINAL PROPOSAL Building and Zoning Administrator, Steve Rohlf, will be present to discuss this issue with the Commission. Park dedication is required with the bus terminal proposal which. The site is directly east of the Industrial Park and north (northwest) of the City maintenance shop. 8 . MEADOWVALE HEIGHTS Chair, Dave Anderson, will update the Commission on recent developments with the park dedication requirements for Meadowvale Heights. It appears that a very appropriate compromise has been reached between the City and the • developer. The developer, Mr. Dennis Backes, will be in attendance at this Commission meeting. P.O. PARK DEDICATION REQUIREMENTS FOR ROBINSDALE AND THE FROEHLICH ADMINISTRATIVE SUBDIVISION Building and Zoning Administrator, Steve Rohlf, will be in attendance at this meeting to update the Commission on these two development proposals . 11 . MASTER PARK PLAN Chair, Dave Anderson, has met with Steve Rohlf to discuss the components of a Master Plan update. Based on the discussion at the 5/25 City Council meeting, it appears that a number of issues need to be clarified in the Master Plan and the Council and Commission need to agree on the approach for park land acquisition and development. The most immediate concern of the Commission and the City is park development issues in the urban district of the City. 12 . STAFF UPDATES Staff will be prepared to provide the Commission with updates on the following topics: - Golf Course Board discussion on obtaining some of Woodland Trails Park in exchange for golf course property adjacent • to the railroad trail. - Additional discussion on the water department pond request in Orono Park. - Railroad trail improvement proposal and the ISTEA Grant request. - Jackson Square parking lot redevelopment proposal . - Update on the City Hall Landscaping proposal . - Update on the 1993 Park Improvement projects . •
