Dear Mr. Hals:
Thank you for your recent application to the interim solicitation process for federal
Transportation Enhancement projects. Unfortunately, the project you submitted, noted above,
was not recommended for funding at this time by the Enhancement Task Force. The final
score of your project was 482; the range of scores for that category of projects was
189 — 764. If you wish more detailed scoring information on your project, please contact
Todd Swenson at (612) 296-1606.
The interim Enhancement process was developed by the Enhancement Task Force, a group of
representatives from 13 public organizations. On behalf of the Task Force, the Minnesota
Department of Transportation (MnDOT) solicited Enhancement projects in February, 1993.
MnDOT received 177 applications for projects, representing approximately $70 million of
.project work. Using the eligibility and priority criteria developed by the Enhancement Task
Force, the applications were evaluated and ranked, and 34 projects have been recommended
to MnDOT for use of Enhancement funds. MnDOT has concurred with the Task Force
recommendations. A list of projects recommended for Enhancement funding from this
solicitation is attached.

As you know, this solicitation was an interim process. The Enhancement Task Force will
now begin to develop a proposal to MnDOT on a permanent process for a federal
Transportation Enhancement Program. Announcement of that process will be made sometime
this fall, with another solicitation for Enhancement projects to follow. I would encourage you
to apply for Enhancement funding again at that time. Thank you for the time and effort in
submitting your application. There was a large field of very high-quality projects for limited
funds available.
