COMMISSION MEETING
Chair, Dave Anderson, has had a discussion with Street/Park
Superintendent Phil Hals, and Building and Zoning
Administrator, Steve Rohlf, regarding the proposed agenda for
the 7/14/93 Park and Recreation Commission meeting. Since
there are no pressing issues, or plats to review and since
attendance at this meeting is questionable, Dave has requested
that the meeting be cancelled. Accordingly, the next regularly
scheduled meeting of the Park and Recreation Commission will be
Wednesday, August 11, 1993.
Attached for your information is some update items on park and
recreation related activities . First, is a memo and some maps
regarding the Woodland Trails Park and golf course land
transaction. This "land swap" will progress slowly, but we now
have a more definitive idea on what property the golf course
wishes to obtain from the City. Another attachment is a page
from the City Engineer's report regarding the revised concept
for Elk Park Center that was reviewed at a June 10, 1993,
Planning Commission public hearing. The one item noted in this
attachment is the fact that the City Engineer is not
recommending a parkway design for Freeport Avenue due to to
safety concerns . The remaining two attachments relate to Park
and Recreation issues that are currently being debated in the
cities of Inver Grove Heights and Maplewood.

SUBJECT: GOLF COURSE LAND TRANSACTION
The good news is that the golf course has generally agreed to
the area that it desires to obtain from the City. This will
allow the City to move forward with its plans for the
development of Woodland Trails Park. As you may have read in
the paper, we are currently doing an archeological study for
the park area where construction will take place. This is a
requirement of the park grant and is financed by the park grant.
I have had the City Engineer do some work in laying out a
future road corridor along the area of our City and golf course
common boundary. The long range transportation plan shows a
four-lane road in this vicinity, hooking up to Highway 169,
connecting to County Road 32, and going across a new Waco
Street Bridge to Highway 10. When this happens in 20 or 30
years, we will then have to change our park entrance.
At this time, we would like to align our entrance into the park
directly across from County Road 32 . This will allow us to
share an entrance with the golf course when they expand their
parking lot and driving range. The entrance into the park will
actually be on golf course property that we sell them and we
will get an easement from them to enter into our park. The
park entrance that will be directly across from County Road 32
will then go north as soon as possible and access the park
along the wooded and wetland area on the Nord property that we
recently purchased. At some time next spring, we will have to
deal with a house and garage issue and it may very well be that
these two structures will have to be removed early 1994 .
I am not sure when the golf course is planning to do its
improvements, but I know that they desire to do them as soon as
financially possible. One issue we will want to work with the
golf course on is the relocation of its shed and the appearance
of this shed if it is very close to our park entrance.
Currently, the golf course is getting information from the
County Assessor on the value of their property. Additionally,
the golf course will need to get a legal description and a
survey of their property which they are going to exchange with
the City.
The City and the golf course will "swap" some the existing
• Woodland Trails park land where the driving range currently
exists "even-up" for some of the land in the southeast corner
of the golf course. The other land that we "swap" with the
golf course ( 1.4 acres) will cost the golf course about $45,000

in equivalent land value. At a later date, we have to identify
the amount of land being obtained from the golf course and the
location of this property.
At this time, we can move forward with doing some internal park
work in 1993. The actual entrance into the park should not be
constructed until 1994 . We have received a $100,000 grant
(50/50 match) and all of this money should be spent on the
existing Woodland Trails Park and exclude any activity on the
recently purchased Nord property. This will avoid future State
involvement when we end up changing our entrance alignment into
the park. The use of these funds entirely on the park is
slightly different than originally discussed by the Park and
Recreation Commission, so we may have to reexamine the amount
of trails that we are planning to improve in 1994 .
Attached for your review are some maps that I had Terry Maurer
prepare, along with a copy of the Master Plan as prepared by
Bill Sanders .

6. Provisions should be made in the approval process that all commercial traffic providing
delivery service to the facilities access the site from the Highway 169 and Jackson
Avenue intersection. By accessing the site from the north, these commercial vehicles will
not increase the potential stacking problems at the School Street intersection
7. As the developers revise the Traffic Impact Study for this development, they should also
incorporate the MnDOT concerns and address each of these.
8. We would recommend that the Park and Recreation Committee recommendation regarding
a parkway type of design on Freeport Avenue not be included in the design. We are
concerned that the center median landscaping along Freeport will provide an obstacle to
the efficient movement of traffic wanting to access the buildings within this development.
This just highlights some of the more important issues relative to the revising of the submittal
data. All other comments contained in our June 4, 1993, letter should also be addressed. If you
