1. Call Meeting To Order
Pursuant to due call and notice thereof, the meeting of the Elk River
Park and Recreation Commission was called to order at 7:15 p.m. by
Chair Anderson. •

COMMISSIONER DALEIDEN MOVED TO APPROVE THE 5/5/93 PARK AND RECREATION
COMMISSION MINUTES. COMMISSIONER OLSON SECONDED THE MOTION. THE
MOTION CARRIED 5-0.

6. Discussion on Mississippi Oaks Park Dedication Requirements
Steve Rohlf stated that the City Council had accepted his
recommendation approving the inclusion of the trail section on the
southwestern corner of the Mississippi Oaks plat in the first phase of
the development.
Gordon Moldenhauer explained that as developers, they propose the
inclusion of three lots (on the southwest corner of 180th Avenue and
Elgin Street) from Phase II as the one acre required park property in
the Phase I development.
Chair Anderson asked if the developer would consider making the park
one and one-half acres instead of one acre. Gordon Moldenhauer
retained his position to dedicate the three lots on 180th Avenue and •
Elgin Street.
CHAIR ANDERSON MOVED TO REQUIRE TWO CONTIGUOUS ACRES FOR PARK IN THE
AREA OF 180TH AVENUE AND ELGIN STREET.
The motion died for lack of a second.
Gordon Moldenhauer indicated that four lots being dedicated for a park
would be acceptable.
COMMISSIONER OLSON MOVED TO RECOMMEND THE FOLLOWING:

7. Discussion on Park Dedication Requirements for John Weicht/Dickenson
Bus Terminal Proposal
Steve Rohlf presented a proposal that the bus garage entrance will come
off County Road 1 with a minimum of three staggered rows of scotch
pines 15 feet apart with 15 feet between each tree for screening from
the City railroad trail. •
COMMISSIONER ST. DENNIS MOVED TO RECOMMEND TO THE CITY COUNCIL THAT
FOUR STAGGERED ROWS OF SCOTCH PINE WITH A 15 FOOT SPACING (ONE ROW IN

• 8. Discussion on Meadowvale Heights Park Issues
Mr. Dennis Backes presented a proposal that he dedicate a total of 40
acres of wetlands, park land, and a trail to access the land per
attached plan in lieu of Park Dedication Fees for both phases of this
plat.
CHAIR ANDERSON MOVED TO APPROVE THE PROPOSAL AS SUBMITTED BY DENNIS
BACKES. COMMISSIONER ST. DENNIS SECONDED THE MOTION. THE MOTION
PASSED 4-0.
12. Staff Updates
Pat Klaers, City Administrator, updated the Park and Recreation
Commission on land negotiations with the Elk River Country Club. It
was the consensus of the Park and Recreation Commission that the City
Administrator should continue working with the Country Club
representatives.
The City Administrator presented information on the Municipal Utilities
request to locate a backwash pond near the new well location on the "E
& 0" park property.
• CHAIR ANDERSON MOVED TO RECOMMEND APPROVAL OF A BACKWASH POND NEAR THE
PROPOSED WATER TOWER ON THE E & 0 PROPERTY WITH THE POND ON THE NORTH
SIDE OF THE TOWER, WEST OF THE APARTMENT BUILDING, IF POSSIBLE.
COMMISSIONER OLSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
9. Consider Park Dedication for the Plat of Robinsdale
Steve Rohlf explained the Robinsdale Plat. A brief discussion was held.
COMMISSIONER OLSON MOVED TO ACCEPT $800.00 IN PARK DEDICATION FEES FROM
THE FITZGERALDS FOR THE ROBINSDALE PLAT. COMMISSIONER ST. DENNIS
SECONDED THE MOTION. THE MOTION CARRIED 5-0.
10. Consider Park Dedication for an Administrative Subdivision for Alvin
Froehlich
Steve Rohlf explained the Alvin Froehlich administrative subdivision
request. A brief discussion was held.
COMMISSIONER ST. DENNIS MOVED TO ACCEPT $400.00 IN PARK DEDICATION FEES
FROM ALVIN FROEHLICH FOR HIS PROPOSED LOT SPLIT. COMMISSIONER ROLFE
ANDERSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
11. Discuss Master Park Plan Update Proposals
• Steve updated the Commission on his ideas to increase the information
contained in the Master Park Plan that will be available for the Park
and Recreation Commission and staff. It was the consensus of the Park
and Recreation Commission that Steve continue to develop this Master •
Plan concept and return with more information at a later meeting.
Phil gave the Park and Recreation Commission an explanation on the
ISTEA Grant, explaining that the application for the railroad trail
improvement did not rate high enough to be funded, but there will be
another application process this fall and the railroad trail project
will be resubmitted at that time.
Phil indicated his crew has completed the depot site with the exception
of the rail fence installation, and that the trails around the new City
Hall, the City Hall irrigation system, and the sod and landscaping will
all be under construction soon.
Dave Anderson stated that MnDOT and Big Wheel Rossi will meet on
6/14/93 to resolve the issue of the trees that were topped on the
Highway 169 right-of-way by Big Wheel Rossi.

The meeting of the Elk River Park and Recreation Commission adjourned at
