IMPROVEMENTS
On September 13, 1993, the Elk River City Council reviewed
various illustrations on the proposed Jackson Square parking
lot improvements . Among the illustrations was the design that
came out of the September 1st Development Corporation meeting
at City Hall.
I wish to advise the Development Corporation that the City
Council approved an illustration that is very similar to the
Corporation' s September 1st design. That is, the approved
illustration provides for angled parking, the retention of the
flagpole and evergreens, additional landscaping enhancements
near the intersections of Jackson Avenue and Main Street and
Jackson Avenue and U.S. Highway 10, and a counter-clockwise
movement within the lot. Proposed parallel parking stalls
along Jackson Place were eliminated by the City Council. To
assist you in visualizing these concepts, I" have enclosed an
illustration prepared by Mr. Phil Hals and his staff.
By way of Council action, it is expected that improvements to
the Jackson Square lot will begin in the very near future.
Toward that end, I ask that you bear with the inconveniences
this improvement project may bring. We do not wish to lose
sight of the long-term benefits that the improved parking and
landscaping enhancements will bring the downtown shops and
customers .

RE: Landscape Partnership Project
City of Elk River
Dear Richard:
This letter is to document our conversation of July 21, 1993 at your office and your agreement
to participate financially in a landscape partnership project for the city of Elk River.
As we discussed, you have agreed to donate$5,000.00 for the purchase of landscaping stock and
materials and in addition, have agreed to donate up to $2,000.00 toward the rental of a tree
moving spade for the relocation of conifer trees along T.H. 169 in Elk River.
The city of Elk River has agreed to participate in this project as the depository for the fund and
will assist in the selection of the landscape site(s). The city will also serve as the formal
applicant for any paperwork or agreements required for this community project.
Mn/DOT will provide the landscape design, coordinate the project, and assist in recruiting
volunteer labor for the planting portion of the project. We will also provide the labor for
relocating the conifer trees along Highway 169.
Your donation is sincerely appreciated and your willingness to demonstrate your company's
commitment to corporate citizenship is something to be commended. There remains some
logistical details to be worked out yet at this time so I will follow up with those and coordinate
with your office sometime within the next month. Thank you for your cooperation in this matter.
