GUIDELINES FOR USAGE OF RECREATION FACILITIES At the last Commission meeting, 728 Recreation Coordinator, Jeff Asfahl, was in attendance and distributed the proposed guidelines for usage of 728 Area recreation field facilities . These proposed guidelines are attached for your reference. Jeff will be in attendance at this meeting to further discuss these guidelines. One of Jeff ' s goals is to have the Commission approve a set of guidelines that can then be forwarded to the City Council and School Board for their consideration. 6 . PROPOSED CIVIC CENTER Attached for your review is the draft concept of the proposed civic center that was distributed at the • September Commission meeting. I am not sure if this is the current or old proposal . Chair Dave Anderson anticipates visiting with Jeff Gongoll, who is the Chair of the Civic Center Committee, in order to obtain more information on the proposal. Up to date information on the proposal will help the Commission in providing appropriate feedback to the Civic Center Committee. 7 . COMMUNITY SURVEY Prior to any funds being spent by the City on an architectural proposal for a civic center, and, prior to any civic center proposal being submitted to the voters, a community survey needs to be completed to determine what the citizens feel are appropriate facilities for a civic center and what they are willing to pay for such a project. The City Council has indicated it is willing to finance an update of the 1989-90 community survey in order to obtain further community input on a civic center proposal . The 1993-94 survey received some discussion at the last Commission meeting, but more details need to be discussed by the Commission on the questions which require feedback from the community. Again, Dave Anderson may have some information from Jeff Gongoll on the timing of a • community survey. P.O. A LAWCON Grant has been obtained for some development activities in this park. Attached for your information are some financial figures on the park proposal and some maps of this park area. The Commission should further discuss with Phil Hals the timing of the improvements and specifically what improvements should be financed within the grant proposal and the City's matching requirement and which components of the park improvement project should be funded outside of the grant program. The grant program carries with it some restrictions and it may be to the City' s benefit to exclude the entry road from part of the grant project and finance that component of the improvement project exclusively with City funds . This would provide us with more flexibility when and if this road needs to be realigned. Discussion by the Commission also needs to take place regarding the existing house and garage on the Nord property. 9 . DISCUSS LEGAL OPINION ON SALE OF DEDICATED PARK PROPERTY I have obtained some information from the City Attorney regarding the disposal of park dedicated property. In • general, it is extremely difficult for the City to dispose of property that is obtained through the park dedication process . If property is obtained from another method, such as through an outlot designation on a plat, or if land is simply given to the City in lieu of park dedication and not carry any of the park dedication formal requirements, then the City has much more flexibility in use of the land, disposal of the land, or exchanging property. Either Phil or I will be in attendance at the October 13, meeting to provide the Commission with a verbal update on this agenda item. 11 . OTHER BUSINESS a. Invite Orono Lake Addition Residents to November Meeting - Discussion has taken place about the timing to invite the neighbors around City Hall to a Commission meeting to discuss the development of the 3 .5 acre site in the southeast corner of the City Hall property. I think it is an overall goal of the City to have some development activity take place in this area in 1994 . b. Commissioner Terms and Vacancies in 1993 - The • terms of Commissioners Clair Olson, Dave Anderson, and Sue Daleiden expire at the end of 1993. At a joint City Council/Park and Recreation Commission . meeting it was determined that the best time to advertise for vacancies on the Commission is before the Christmas holidays and after Labor Day. It is anticipated that the City Council will discuss the request for reappointment letters from Sue, Clair, and Dave at the 10/11/93 meeting and that either Phil or I will be able to provide the Commission with an update on this topic at its meeting on 10/13/93 . • •
