Guidelines for usage of 728 Area Playfield Facilities
•
Purpose:
The playfield facilities of the District 728 owned by either School District,City or Township are
provided for the leisure time pursuits of all residents in addition to any official school activity use.
Correspondingly, certain guidlines are needed to insure the proper use and management of the
facilities so that all people may enjoy them equally.
Distinction / Classification of use:
Type 1. General public - authorized use on an "unpermitted" basis taking place during facility hours at
no charge on a first come, first served basis.
Type 2. Agency activity: any scheduled use by School District administration, 728 Area Rec.
administration, or any Park Commission sponsored activity.
Type 3.Athletic Association: any scheduled use by a recognized association for the purpose of
conducting their program.
Type 4. Exclusive use: allowed by permit only. Requires a user fee and compliance with permit
guidlines.
Type 1. is classified as "unpermitted"use is permissible but, its' use is to be relinquished to those
classified as "permitted"
.Type 2,3,4 are classified as "permitted"priority for use is outlined below.
Priorities:
- School activities (generally take place only on school district owned facilities)
- Agency sponsored activity
- Athletic Association
- Exclusive use requests (by permit only)
* General Public: any use taking place during regular hours and not in conflict with any "permmitted"
use as outlined above.
Guidelines for use:
Any user who has obtained authorized use via the "permmited"use classification must use the facility
in accord with the conditions set forth.
* All arrangements for use are to be made with the 728 Area Recreation Department
-Exclusive use permits must be filed with the Recreation Department 7 days in advance or they will
not be honored.
- Groups falling under Association status must schedule the use for their scheduling purposes within
a reasonable time frame with the recreation dept. It is to be understood that their scheduling needs
be dealt with in good faith with respect to all needs and demands of each recognized association.
- Any and all maintenance will be the responsibility of the facility property owner or its coordinating
gent (728 Area Recreation) All maintenance needs are to be scheduled and coordinated with the
recreation department.
- The recreation department reserves the right to cancel any scheduled use and any use after proper
cancellation notification will subject the user and its appropriate affiliated association to a penalty fee.
- Absolutely no unauthorized vehicles or equipment is allowed on the facilities for any
purpose.
• Parking by the participants and its, spectators must occur only in designated parking areas.
Violators will be ticketed. Any occurance that is noted or reported will subject the user and or its,
affiliated association to penalty.
User fees:
-School /Agency sponsored activities will not directly be assesed any fees for facility use.
- Association use: All use by recognized associations will be invoiced back to the associations
proportionately according to their number of participants for the following expenses that are incurred
in relation to their use:marking lime and paint used, labor hours for routine marking and dragging
required per specified request or need, portable toilets, and any other misc. expenses incurred as a
result of their use.
- ** Exclusive use: Must fill out permit with the Recreation Department 7 days in advance to be
considered. Authorization via this permit guarantees the following: Fields ready for play each day as
requested and arranged via the permit. Availablity of : lutes, dry-liner, hand drag, and marking lime for
purchase @ $3 per bag. Adequte garbage containers.
Things to consider for exclusive use. Toilets, T.P., Special cleaning arrangements. Parking.
Dptions for Exclusive use:
1.* $5 per field, per day - Plus an additional $1 per game.
* $500 deposit - Refundable upon official inspection by City/District official.
* Toilets "as is" These arrangements need to be considered on an individual basis. All costs
associated are the responsibility of the user.

* Scheduled field maintenace @ a rate of $6 per hour, per employee.
Absolutely no unauthorized vehicles or equipment is allowed for any purpose of maintaing the fields.
** Violators will forfeit their deposit and may face further penalty. Such as, future denial of use.
Cancellations: It will be presumed that every permit request is legitimate, however if suspicion arises
as to "hoarding" the fields and it has restricted legitimate use, the organization in question will forfeit a
portion of their$500 deposit based on the requst for fields and anticipated games.
Field Improvement committee: ( in its' formative phase)
The field improvement committee will comprise of school district representatives, recreation dept.
diepresentation and representatives of each major youth association. This committee will be
responsible for the following: Working cooperatively to benefit all participants and users.
Collaborative efforts and funding for: capital improvements; such as: agrilime inventories, equipment
repair and replacement (nets, bases, etc.) and any other miscellaneous needs.
