6. Consider Discussion Items for Joint Meeting with City Council
Park and Recreation Commission members are urged to come to this
meeting with a list of topics that they would like to discuss with the
City Council from 6:00 to 8:00 p.m. on 4/25/94.
7. Consider Proposed Development by Jeff Mastley
• Local developer Jeff Mastley is proposing to split 40 acres (located just
south of 213th Avenue and west of Twin Lakes Road ) into four 10 acre
parcels. Due to the rural nature of this area, staff recommends taking
park dedication fees in lieu of park property.
8. Consider Proposed Lot Split at Heritage Landing
Local contractor Dennis Chuba is proposing a lot split that would
create 8 building lots in the southwestern corner of the Heritage
Landing development. With the acquisition of park property on the
other side of Joplin Street, staff recommends taking park dedication
fees in lieu of park property.
9. Review Request for Batting Cage Facility on City Property
At the 3/9/94 Park and Recreation meeting, the Donavan's requested
that the City provide them with a site for a batting cage building
approximately 120' x 120' in size. The Donavan's would construct the
building at their expense, give the building to the City, and enter into
a long term lease agreement whereby they would operate the batting
cage as a concession and be responsible for all operating costs and
ongoing maintenance of the facility.

• The Park and Recreation Commission directed staff to question School
District 728 about their possible use of the property south and west of
the City street garage. The School District response was that the do
not plan to locate a building on that site.
The following questions have arisen:

Is the City in a position to furnish property and a tax-free
facility to a private lessee?
Is this type of building wanted or needed in the Oak Knoll
Park or any other athletic complex?
3. If this business venture fails, would the City be left with
mortgages or liens on a private building on public
property?
4. Should this be an economic development issue rather
than a park issue?
10. Discuss Trail Locations within Woodland Trails Park
Enclosed is a map of Woodland Trails Park with the proposed trail
system, including paved trails and grass trails, and a letter from Mike
Niziolek regarding the location of an environmental studies building
and trail system.
Mike raises concerns about the proximity of the trail to the
environmental studies building and how the passage of people on these
trails will influence wildlife that may be observed from within the
building. I suggest a discussion by the Park and Recreation
Commission so that a decision may come forward regarding what will
be benefits and losses over this trail link so that we might plan
accordingly for this summer's trail construction.
11. Discuss Overhead Power Lines along Park Property
Within the past year, there have been many overhead power
transmission lines constructed in and around City parks as well as on
City street rights-of-way. I raise this issue as a discussion item so if
concerns for visual pollution are raised, these concerns may be
forwarded to the Utility Commission for their consideration.
