SUBJECT: JOINT MEETING TOPICS
1. Committee Assignments
Park and Recreation Commission members are scheduled to attend
meetings with the City Council on the third Monday of the month, the
Planning Commission on the fourth Tuesday of the month and the
Growth Management Task Force.
2. Park Dedication Fee Structure
The Park and Recreation Commission would like to discuss the
• financial disparity in the present park dedication system. Developers
much prefer to pay cash for lots developed rather than donate ten
percent of a parcel for park land. One possible solution is to raise the
fees per lot so that it would more closely follow the property value.
Staff is reviewing fees charged by other cities.
3. Redeveloping the Park Master Plan
The Park and Recreation Commission and staff have spent many hours
in developing a realistic and workable Master Park Plan. Steve Rohlf
has done the research, assembly, and refining of the Plan as City staff,
and the Park and Recreation Commission has incorporated their ideas.
The last step before finalizing the Plan will be for staff and a
committee of Commission members to visually inspect each proposed
park site and trail for physical barriers and to evaluate actual
constructability of facilities.
4. Additional Park Staff
The Park and Recreation Commission members feel that parks are
important and additional City staff is necessary to properly utilize our
• park system.

The following list of park highlights for 1993 includes items from Park
and Recreation Commission subjects, staff accomplishments, and
volunteer donations.
• Considered plats - Mississippi Oaks, Meadowvale Heights, Heritage
Landing
• Acquisition of park property in Meadowvale Heights
• Resolution of tree cutting on Highway 169 right-of-way by Big
Wheel Rossi
• Water treatment building and pond construction on park property
• LCMR Grant proposal for an environmental learning center
• Guidelines for 728 Area playfield facilities
• City Tree Program
• Relocate the Orono Park fishing pier including handicap
accessibility
• Build Orono trail hiking/biking path
• Reconstruct Jackson Square parking lot
• Enlarge the sliding hill in Lion's Park
• Improve skating rink base in Lion's Park

• Build a ballfield grooming machine from a golf cart
• Apply for a trail grant through the ISTEA program

• Ice Rink Improvement Costs:
Portable warming hours, 8' x 20' for use on Lake Orono
