6. Consider Proposal by Jaycees to Hold a Jet Ski Race at Orono Park
The Jaycees are requesting permission to hold a jet ski race at Orono
Park on Sunday, July 17, 1994, which is the last day of the Sherburne
County Fair. The project is being used to raise money for the "Make a
Wish Foundation" which is a charity that provides special
opportunities to children with serious illnesses.
This type of park use is not unusual in that the Rotary Club used
Lion's Park for a country western program several years ago.
• Staff has some concerns, but none of which will be more difficult than
those which arise for the Community Festival or the 4th of July.
To maintain the Jaycees ambitious time schedule, the Park and
Recreation Commission should forward their recommendation on to
the City Council at this meeting.
8. Ice Rink Improvements
At the request of Councilmember Farber, the Park and Recreation
Commission should consider ice rink policies as well as costs to add
additional neighborhood ice rinks. Staff has the following suggestions:
To maximize the use of ice rinks, they need facilities for
warming shelter, toilets, lights, and rink supervision.
Depending on the funds that are allotted for ice rinks, the
skating public may be better served by an increased level of
service on the larger rinks and an expansion of the rink area at
Lion's Park.
• The experiment with temporary ice containment at two
neighborhood parks met with very limited success. The ice at

Moldenhauer Park remained reasonably useable throughout the
season, while the ice at Barrington Park was never established
because someone walked onto the rink as the first ice was
forming and punched holes in the plastic underliner.
On the attached list of ice rink improvements, the first item is for a
portable warming house for Lake Orono which will be needed along
with some temporary lighting if we are to utilize the lake for skating.
The 1993 addition of clay to the Lion's Park ice rinks did wonders for
maintaining ice on the peat soils. My recommendation is that we
consider spending an additional $5,500 for more clay and double the
size of the sheet ice skating rink. This, along with three additional
lights, would create a large skating area that is within walking
distance for many skaters.
You will also note that I included costs for a bituminous curb around
the basketball courts at Moldenhauer Park and Barrington Park.
This curb would provide for the water/ice containment for winter use.
Another possibility would be earth berms around the basketball courts,
but the cost for construction, material and seeding would be nearly the
same. The cost of a light for Moldenhauer Park was included in the
• 1994 Capital Improvement list, but a light would also be needed for
Barrington Park. There has been no consideration for warming house
facilities.
I have included some labor figures as a reference for future labor needs
that are associated with ice rinks.
The Park and Recreation Commission should consider the ice needs
and what might be the best recommendation to fulfill these needs and
forward their recommendation on to the City Council for approval and
funding recommendations.
