5. Update on EDA Site
At their 8/1/94 meeting, the City Council gave approval for Option C on the EDA
site. The City Street/Park department will be doing the construction work as
Forest Lake Contracting delivers the fill dirt. The project should start early in
September with a majority of the work being completed this fall.

7. Lighted Trail Around City Hall
This item has been discussed briefly at two other Park and Recreation Commission
meetings and several questions have come forward:
1. Should a public hearing be held to involve the area residents who were so
against the exterior lighting at City Hall?
2.. Should we construct the trail this year, monitor the usage, and, if use
indicates, opt to do the trail lighting in 1995?
3. Since the cost has increased from an estimated $4,500 to $12,000, would it
be wise to do it in stages or budget the additional funds for 1995?
A footnote to these concerns is that with the City Council approval of the EDA
site improvements, Street/Park department time is going to be limited in the fall of
1994.
8. Discussion Possible Athletic Field Complex in Lion's Park
With the forthcoming Jackson Street project, I would suggest that the Park and
Recreation Commission consider using the excess dirt as fill within the park to

develop a series of athletic fields that could serve as a youth soccer complex in
spring and summer and for youth football in the fall.
As you may remember, the local Lion's club has indicated on several occasions
that it is their preference not to allow any organized athletics within the park, but it
has been very evident to staff that Lion's Park is extremely underutilized and this
may be a way of encouraging some usage.
My points on this issue are:
1. Develop some much needed soccer fields;
2. Encourage the use of a presently mowed piece of park space;
3. Take advantage of available fill dirt;
4. Some costs will be incurred for fabric and dozer rental; and,
5. Ask the City Council and the Lion's Club to support more park usage.
The fill dirt available will fall into three priorities. The first priority being the EDA
site, the second being to cover the concrete rubble that is enlarging the sliding hill,
with the third priority being available fill material for this or other projects.
• The timing is such that I would encourage a recommendation to the City Council
by their 8/15 meeting so that I can make plans for the disposal of the excess dirt.
