RE: CSAH 13 TURNBACK
Dear Council Members:
As you are aware, when the City constructs Tyler Street north of CSAH 12 it will eventually turn
that route over to Sherburne County to be the continuation of CSAH 13. Likewise, the County
will then turn back the old alignment of CSAH 13 to the City of Elk River. State Aid rules allow
the City to place county turnback roads on the City's municipal state aid system above and
beyond the allowable mileage. The only condition is that they must begin and end on a trunk
highway County state aid road or municipal state aid road. In the case of the turnback portion of
CSAH 13, the City is therefore eligible to place the portion from CSAH 12/Main Street up to 5th
Street on the City's municipal state system.
Attached is a resolution for the City Council's consideration that will request the placement of
Twin Lakes Road (Old CSAH 13) from CSAH 12/Main Street to 5th Street on the City's municipal
state aid system. Having this additional mileage on the municipal state aid system will likely
reflect in a small increase of the City's annual construction funds allotment. It also allows the
use of municipal state aid funds for the reconstruction of this portion of old CSAH 13 at some
point in the future.

CITY OF ELK RIVER
RESOLUTION ESTABLISHED MUNICIPAL STATE AID HIGHWAYS
WHEREAS, it appears to the City Council of the City of Elk River that the street hereinafter
described should be designated Municipal State Aid Street under the provisions of Minnesota
Lawl
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of Elk River that the
road described as follows, to-wit:
Twin Lakes Road from CSAH 12/Main Street to 5th Street
be, and hereby is established, located, and designated a Municipal State Aid Street of said City
subject to the approval of the Commissioner of Transportation of the State of Minnesota.
BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward
two certified copies of this resolution to the Commissioner of Transportation for his
consideration, and that upon his approval of the designation of said road or portion thereof, that
same be constructed, improved and maintained as a Municipal State Aid Street of the City of
Elk River to be numbered and known as Municipal State Aid Street 134.
