'ity of Memorandum River TO: FROM: MAYOR AND CITY COUNCIL STEPHEN ROHLF, BUILDING AND ZONING ADMINISTRATOR DATE: FEBRUARY 22, 1999 SUBJECT: APPOINTMENTS TO THE CITY OF ELK RIVER'S HERITAGE PRRESERVATION COMMISSION (HPC) Eight Elk River residents submitted application for the newly fbrmed Heritage Preservation Commission tbr the City of Elk River: Kendal Slade Houlton (Bud), Kurt Kragness, Robert Minton, Robert Nickerson, James Nord, Cindy Olson, Bruce Penner, and Pat Rasmusson. All eight have a passion for Elk River's history and/or expertise that will be very valuable to the HPC. The Heritage Preservation Commission is to be made up of seven members. Bud Houlton has graciously consented to being an alternate on the Commission. Filling out a term if someone has to resign. Mr. Houlton's knowledge of Elk River's past, however, is invaluable to the HPC. Staff will be sending him the packets fbr the meetings and he has agreed to attend as many as he can as an unofficial participant. Staff recommends the Council foregoes the interview process and appoints Kurt Kragness and Robert Minton to a term that expires on the last day of February 2001; Robert Nickerson and James Nord to a term that expires on the last day of February 2002; and Cindy Olson, Bruce Penner, and Pat Rasmusson to a term that expires on the last day of February 2003. 13065 Orono Parkway · P.O.
