Call meeting to order at 4:00 P.M, February 15. 2000 Consider Utilities A~enda Jotm Dietz moved to approve the Agenda, with one additional item by Bryan Adams under Other Business. George Zabee seconded tlae motion. Motion carded 3-0. Consider Consent Agen¢~a. John Dietz moved to approve the Agenda as follows: Check Register Sales and Production Reports Review Vehicle and Equipr~ent Commission reviewed the vehicle and equipment lists with Staff'. No action necessary. 5.2 Review Monitoring Charges for Sewer Lift Stations Bryan Adams reviewed the Monitoring Charges for the Sewer Lift Stations with the Commission. John Dietz directed Bryan to forward the information to the City. Staff prepared a bid tabulation for Commission review, along with recommendations. George Zabee seconded the motion. Motion carried 3-0. 6.2 Review Annual_Report tO Cit~Council Bryan Adams presented the 1999 Annual Report to City Council for Commission review and consideration, Specific major accomplishments of 1999 and goals for 2000 were reviewed. 6.3 Review. .Revised Safety Manual Bryan Adams presented to Commission the revised and up-dared Safety Manual. Discussion followed with comments from Glenn Sundeen and Bryan Adams, 6.4 Review Air (~9nditioningl,oad. Control A report prepared by Vance Zehringer, was reviewed and discussed. The report contained a Situation Analysis addressing the air conditioning program, with options to be considered. After lengthy consideration, Bryan Adams suggested fl~at two years of education for consumers including advertising, brochures and bill stuffers be implemented, with promotion of heat pumps. Utilities Commission February l5,2000 6.5 Review APPA Campaign for Real Competitioll American Public Power Association has requested a $500.00 special assessment the Campaign for Real Competition, an effort to address market power issues. Staff recommends supporting the program. James Tralle added his support. James Tralle moved to approve payment of the $500.00 special assessment to American Public Power Association. George Zabee seconded the morion. Motion carried 3-0. Oth0r Bryan Adams presented a Draft of Amendment to All Requirements Contract and Schedule V in regard to our purchased power. Terms and conditions were discussed. Action will be taken at a future meeting when the Contract is finalized. James Tralle presented a gift to Robert McCartney, recognizing his retirement after nearly 33 years of loyal service to the Elk River Municipal Utilities. Congratulations followed, noting that his presence will be missed by the Utilities. The next scheduled meeting of the Elk River Municipal Utilities Commission will be March 14, 2000. James Tralle moved to adjourn the February 15, 2000 meeting of the Elk River Municipal Utilities Commission. George Zabee seconded the motion. Motion can'ied 3-0.
