Northstar Corridor Update
At the Northstar Corridor Development Authority meeting held on February
3rd the Authority received information on the process for preliminary
engineering, listened to a report on the legislative update, listened to a
presentation on potential railroad capacity improvements heard an update on
the next series of open houses.
The staff is currently working with the Federal Transit Administration (FTA)
on getting the approval to proceed with preliminary engineering. FTA
approval is necessary prior to beginning preliminary engineering. On a
related topic, the draft Environmental Impact Statement (EIS) has been
finished and is being circulated for comments.
At the state legislature, the Governor's proposal includes funding for the
Northstar Corridor. In general, overall reaction to the Northstar Corridor
continues to be positive. The Met Council has identified the Northstar
Corridor as a priority corridor for T21 funding. At the national level,
Congressman Oberstar and Senator Grams continue to be supportive of the
Corridor and continue to work for federal funds.
The consultants presented information on possible improvements to the
Burlington Northern rail line to increase future capacity. The improvements
outlined in the packet are preliminary and are under negotiation between the
NCDA and Burlington Northern. Only those improvements necessary to
handle the increase in traffic generated by the proposed commuter rail will be
funded by the NCDA.
The next series of open houses will be at the end of February and first week
of March. There is an open house scheduled for Elk River on Thursday,
March 2nd from 6:00 to 8:00 pm. The open house will be held at the Sherburne
County Government Center.

The Northstar Corridor Development Authority met on January 6, 2000. at 4:30 p.m. at the
Sherbume County Government Center, Elk River, Minnesota.

The meeting was called to order at 4:35 p.m.
A motion was made by Patrick Cairns, seconded by Mark Stenglein and carried
unanimously to approve the agenda of January 6, 2000, and the minutes of December 9,
1999, as presented.
Betsy Wergin, Chairperson, called for nominations for the election of the 2000 Vice-
Chairperson replacing Gerry Donlin.
Dan Erhart nominated Paul Ostrow
A motion was made by Dan Erhart, seconded by Jim Dickinson and carried unanimously
to close nominations for 2000 Vice Chairperson and to cast a unanimous ballot for Paul
Ostrow as 2000 Vice Chairperson to the Northstar Corridor Development Authority for
the period of January 6, 2000 to January 2001.
A motion was made by Duane Grandy, seconded by John Norgren and carried
unanimously to approve Resolution #2000-1 whereby the Northstar Corridor
Development Authority extends its sincere appreciation for Gerry Donlin's leadership,
his commitment to working within the structure of the Authority to find a viable solution
to the transportation needs of the Corridor, and his steadfast service to the Northstar

Corridor Development Authority; and further, the Northstar Corridor Development
Authority expresses its desire for Mr. Donlin's ongoing support and involvement in the
development of commuter rail and the Northstar Corridor.
Executive Committee Report:

A motion was made by Stephanie Klinzing, seconded by Dave Saunders and carried
unanimously to approve Resolution No. 2000-2 which calls fbr development of
multimodal transit facilities in Big Lake, Elk River, and Riverdale and the evaluation
of East St. Cloud as a potential fourth site for a multimodal transit facility. The
planning and development of multimodal facilities within the Corridor by Mn/DOT
shall not be considered by the NCDA in making decisions with regard to the project
alternatives and mitigative measures. This action is not intended to and does not
favor, support or advance any particular transportation/transit alternative as the
solution for alleviating traffic/transportation problems within the Corridor.
Mr. Peter Beberg, Mayor, City of Anoka, distributed a memo dated January 6, 2000,
requesting that the NCDA address the status of the Anoka 4th Avenue commuter rail
station so the City of Anoka can commence station area planning with proper
authorization. The Authority anticipates that a decision will be made by June or July
2000 regarding the selection of final station sites for commuter rail.
Jim Barton, Metropolitan Council, reviewed how the Metropolitan Council will Work
with local governments within the metropolitan portion of the corridor in order to
help strengthen the NCDA funding application to the Federal Transit Administration
(FTA). In particular, Met Council will offer to assist communities in revising their
respective comprehensive plans to encompass planning around stations in order to
demonstrate a benefit to regional growth management.
c. Bill Schreiber, Messerli & Kramer, distributed and reviewed a possible Northstar
legislative strategy for 2000-2001. (Attachment A to Minutes)
A motion was made by Ken Paulson, seconded by Steve Billings and carried
unanimously to approve the proposed 2000-2001 legislative strategy as presented
with the stipulation that this strategy represented only one option tbr funding and that
a weekly legislative update, with one update prior to the session, be distributed to
NCDA members once the legislative session begins.

Jeff Dehler, Anoka County, indicated that a Northstar Newsletter will be mailed in
February 2000 to Authority members and approximately 300,000 residents who live
within a 5-mile radius of the Corridor, providing information about the Corridor.
Mr. A1 Vogel, Mn/DOT, reviewed the draft Commuter Rail System Plan dated
December 15, 1999. No action taken.
Other Issues:
Duane Cekalla, Benton County, reported that the City of Rice held a Northstar
public information meeting with 200+ residence in attendance.
The next meeting of the Northstar Corridor Development Authority is scheduled
for Thursday, February 3, 2000, at 4:30 p.m. at the Sherburne County Government
Center.
The meeting was adjourned at 6:30 p.m.

Proposed Procurement Process for P.reliminary Engineering
The next step in the development of commuter rail in the Northstar
Corridor is preliminary engineering. Under the federal funding process,
the Federal Transit Administration must grant approval for a project to
enter preliminary engineering. Staff is working with FTA and BRW to
prepare the request. In addition, as a condition of the Grant Agreement
with Mn/DOT, the NCDA is required to use an open and competitive
process when contracting with architects and engineers for preliminary
engineering. The Executive Committee recommends the following
procurement process:
Engineering of Track and Railroad Improvements.
The NCDA should consider issuing a Request for Proposals and
select an engineer based on criteria that will include cost,
experience and qualifications to perform railroad engineering.
Because the extent of the railroad improvements has not yet been
negotiated with BNSF, the RFP must provide for some flexibility in
defining the project to be engineered. The cost estimate required
by the RFP will reflect the full project as defined and analyzed in
the ElS. The NCDA would then approve and enter into the contract
with the selected engineer. All work must be reviewed by BNSF for
consistency with its engineering standards. It is estimated that this
engineering work could cost up to $~ The 2000 Budget
provides for these expenditures.
Station Area Planning.
The NCDA should consider issuing a Request for Qualifications for
professional services related to station area planning. The Request
for Qualifications will include the attached draft scope of services.
Selection of the proposer will be based on criteria that will include
hourly rates, estimated overall price, and experience and
qualifications. The 2000 Budget provides up to $100,000 for this
work. Services will be preformed as requested and billed on an
hourly basis.
As described in the draft scope of services, services will be provided directly to
cities, towns and counties to meet local needs while supporting Northstar
Corridor, State and federal goals for transit oriented development and smart
growth.
BRW is currently working on engineering design related to commuter rail
stations, a maintenance facility, and system components such as central control,
signals and communications. Some additional work is necessary to complete
preliminary engineering on these elements; staff propose to amend the BRW
contract to complete the work. This action will be requested at a later date,
following completion of the current work program.
Agreement with BNSF.
In order to ensure that preliminary engineering is consistent with 13NSF standards
and that review is conducted in a timely and efficient manner, it will likely be
necessary to enter into an agreement with BNSF.
Amendment to the Grant Agreement with the Minnesota Department of
Transportation.
Funding for environmental work and engineering studies is provided to the NCDA
pursuant to a Grant Agreement with Mn/DOT. It will be necessary to amend the
Agreement's work program to add the above preliminary engineering tasks. No
additional funding will be necessary. Action must be taken by the NCDA to
authorize the Chair to finalize negotiations and execute an amendment to the
Grant Agreement to modify the work program. ·

February 3, 2000 - NCDA authorizes: a) the issuance of the Request for Proposals; b)
the issuance of the Request for Qualifications; c) the Executive Committee's selection of
the contractors on March 16; and d)execution of the Grant Agreement amendment.

At its December 16, 1999 meeting, the Executive Committee directed staff to
work with BRW, Inc. to reassess the Northstar commuter rail ridership
forecasting by considering St. Cloud State University student ridership and a
possible linkage to the University of Minnesota, Minneapolis. In additiOn, the
Executive Committee requested that a determination be made regarding the use
of the St. Cloud APO 1997 Origin and Destination survey data in forecasting
Northstar commuter rail ridership.
In response to the Executive Committee's requests, BRW has developed a work
program, attached for your review, outlining the tasks necessary for re-evaluating
potential ridership. The tasks to be performed fall outside the Scope of Work and
budget in Amendment No. 2 to the Agreement for Professional Services between
the NCDA and BRW, Inc. However, this budget has a contingency fund in the
amount of $250,500.00. At its January 20, 2000 meeting, the Executive
Committee authorized the expenditure of funds from the BRW contingency fund
noted above, in the amount of $43,067.00 for the purposes described above.

Subject: Amendment to the Financial Management Services Agreement
When the NCDA was established in 1997, it entered into a financial management
services agreement with Anoka County. The Agreement provides that Anoka
County will provide all services related to the management of NCDA funds,
including budgeting, accounting and related legal services. The term of the
Agreement needs to be extended in order for Anoka County to continue to
provide such services. Anoka County is willing to continue to provide these
services until December 31,2004.
Action Requested: That the NCDA authorize the chair to execute an
amendment to the Financial Management Services Agreement extending the
term to December 31, 2004.

I believe the fate of light rail should be decided by state and local officials. It is for this reason that
my re'quest last year to the appropriators did not mention li~t rail. Federal fimcL~ received or
reque~ed in the future cotfld be used to fund commuter rail a subway line, a people mover, light rail,
or Buiway/HOV lanes. I believe these federal funds should be a~ flexible as possible, so local
officials may decide how they should be spent, or whether they should be spent.
l understand questions continue to be raised as to whether federal ;funds should be requested at all. As
was thc .caSe last ye, ar, if I re~ive a formal request for funding of:the components of the Twin Cities
Tra.,~itways project, I will work to secure those funds. If I do~n'°t make a timely request, or make a
partial .~"quest, funds nonT~ally provided for Minnesota woulc['be directed to other states should the
Legis.la~ure not act on this matter. Also, such requests need' to be made in a timely fashion to the

At the January meeting of the NCDA, the City of Anoka requested that the NCDA
address the status of the potential Anoka 4th Avenue station location. To date,
the technical analysis and environmental impact statement have included an
evaluation of Ramsey, Anoka and Coon Rapids - Riverdale sites as potential
stations. For the efficient operations of the commuter rail system, however, only
two of these stations are feasible. At the meeting on February 3, staff will
distribute a technical comparison of the three potential station locations. At the
March 2 meeting, the NCDA will consider selecting the two stations to move
forward in the preliminary engineering process. The technical evaluation of the
East St. Cloud and downtown St. Cloud station sites will be presented following
completion of the refinement of the ridership data in St. Cloud and the feasibility
studies of the extension to the west of St. Cloud and of the extension to Morrison
County.

Attached is a table that compares the proposed Ramsey, Anoka, and Riverdale commuter rail
station sites. Based on the information in this table, it is recommended that the NCDA carry
forward the Anoka and Riverdale stations for further development and designate the Ramsey
station site for potential future development. This recommendation is based on the following
technical considerations:
· Both the Anoka and Riverdale stations generate higher forecast station boardings than the
Ramsey station.
· Total system ridership is highest with the combination of the Anoka and Riverdale stations.
· With the Anoka and Riverdale stations together, forecast station boardings are more equally
distributed between the two station sites. With the Ramsey station, park and ride demand at
either Anoka or Riverdale could exceed the site capacity.
· Direct connections to existing transit service providers are more easily accomplished at
Anoka and Riverdale.
· The Anoka station is proximate to the downtown Anoka employment center and the
Riverdale station is proximate to a rapidly developing retail area. The Ramsey station is
currently agricultural with little current development activity in the vicinity.
· A future Ramsey station should be considered if the planned new Mississippi River crossing
at Ramsey is constructed.

Amendment to the Agreement with Shandwick to Provide
Public Information and Public Involvement Services
At its December 9, 1999 meeting, the NCDA approved the 2000 budget and the
contract amendments for 2000. In the 2000 budget, under the category
Community and Public Involvement, is a line item amount of $85,000 for a direct
mailing. The direct mailing will be a six-page newsletter that will be sent to
300,000 residents in the Northstar Corridor. The current Agreement with
Shandwick includes the professional services necessary to produce the
newsletter. It does not include sufficient funding to cover the direct costs such as
postage and printing.
The Administrative Team is requesting that the Shandwick Agreement be
amended to include the cost of the direct mailing. The cost estimate for this
mailing is approximately $70,000 (see attachment).
Action Requested: The Administrative Team requests that the NCDA authorize
the Chair to execute an amendment to the Agreement between the NCDA and
Shandwick, in an amount not to exceed $70,000 to cover the direct costs as
described above.

Northstar Corridor, and significant savings in postage from our original estimate, we are
now planning on a 6 - page newsletter. The newsletter's purpose is to inform residents
about the Northstar Corridor's transportation needs, and how the NCDA intends to
address them. We will include pictures of stations, commuter trains, people riding trains
and pictures of the people involved in making it happen. We will also promote a series of
Northstar Corridor open houses to be held at the end of February, and beginning of

AUTHORITY (NCDA)
AT THE JANUARY 6, 2000 MEETING:
· The NCDA elected Paul Ostrow, City of Minneapolis, Vice Chair for the term
January 6, 2000 to January 2001.
· The NCDA approved Resolution 2000-1 recognizing Gerry Donlin for his leader-
ship and steadfast service to the Northstar Corridor Development Authority and
expressing its desire for Mr. Donlin's ongoing support and involvement in the
development of commuter rail and the Northstar Corridor.
· The NCDA approved Resolution 2000-2 calling for the development of multi-
modal transit facilities in Big Lake, Elk River, and Riverdale and the evaluation of
East St. Cloud as a potential fourth site for a multimodal transit facility. Planning
and development of the facilities, as well as funding, will be done by Mn/DOT.
· The NCDA approved the proposed 2000-2001 legislative strategy. The strategy,
which represents only one possible option for funding, calls for dedication of a
percentage of the current 6.5% sales tax to meet capital cost needs and operations
and maintenance needs for the Northstar Corridor commuter rail system.

INFORMATION ITEMS:
· The NCDA reviewed the offer by the Metropolitan Council to assist communities
within the metropolitan portion of the corridor in revising their respective compre-
hensive plans to encompass planning around stations in order to demonstrate a
benefit to regional growth management. Documentation of local transit-oriented
land use and investment commitment is needed by August for the funding request
to the Federal Transit Administration.

Eastbound commuter trains to cross over into the depot.
Extend double track from Minneapolis Junction Wye to St. Anthony on Midway
Subdivision. Move crew-change location from Boom Island to Union Yard.
10. Upgrade crossover at MP 11.11 on Midway Subdivision to 30mph/25mph.
11. Upgrade main line on Midway Subdivision west of University (MP 11.7) to 45mph/45mph.
12. Extend Midway Subdivision Main 2 from MP 11.7 to MP 12.3.
13. Construct sidings at Anoka and Coon Creek on Staples Subdivision to allow LMIN8101 to
work off of the main line.
14. Construct third main from Coon Creek to Interstate.
15. Connect South Runner as continuous track from Interstate to Main 1 on the St. Paul
Subdivision at University.
