RE: WESTERN AREA PHASE IV IMPROVEMENTS
Dear Council Members:
Attached is a feasibility study for the Western Area Phase IV improvements. As you are
aware, this project was petitioned for by Stewart Wilson on behalf of Hoyt Partners, who
own a large parcel of land in the western area of Elk River. The proposed improvements
discussed in this feasibility study include:
· The extension of Business Center Drive over to Waco Street
· The realignment of Waco Street to create a new intersection with TH 10 which would
ultimately be signalized
· The extension of lateral sanitary sewer from the front of the Sherburne County
Government Center westerly toward Waco Street
· The extension of a 12-inch trunk watermain along Business Center Drive to Waco
Street, crossing under TH 10, and an 8-inch lateral line along the north frontage road
back to the Hartman property where it would complete the loop with the existing
watermain.
In conjunction with the water construction along the north frontage road, the entire road
would be reconstructed to an urban design, 32 feet wide, with a detached bituminous
pathway. Other amenities include storm sewer on Business Center Drive, Waco Street,
and the north frontage road, street lighting on the Business Center Drive and Waco
Street portion of the project. Finally, the improvements would include closing the median
and access to TH 10 at the Sherburne County Government Center, and closing the
access at the old Waco Street alignment with TH 10.
Funding of this project is to be from a number of sources. These include Cooperative
Agreement funds from MnDOT, Municipal State Aid funds, trunk sanitary sewer and
water assessments, lateral assessments to the Hoyt Partners property, and street
assessments to those properties abutting the north frontage road. In addition, it is
proposed to utilize funds from the Elk River Municipal Utilities for the lateral watermain,
surface water management funds for the storm sewer portions of the project, and Capital
Projects funds for other unfunded expenses.

Attached to this letter is a resolution which receives the feasibility study and orders the
public hearing. We have tentatively scheduled the public hearing for the March 13,
2000, City Council meeting.
If you have questions regarding any of this information, I will be in attendance at your
February 22, 2000, City Council meeting.

A RESOLUTION FOR THE CITY OF ELK RIVER
A RESOLUTION RECEIVING THE FEASIBILITY REPORT
AND ORDERING A PUBLIC HEARING ON THE
IMPROVEMENT IN THE MATTER OF THE WESTERN AREA PHASE IV
IMPROVEMENT OF 2000
WHEREAS
the Feasibility Report ordered by the Council in Resolution 99-96 has been prepared
with reference to the Western Area Phase IV improvement and was received by the
City on February 22, 2000; and
WHEREAS the Feasibility Report recommends that the proposed improvement is feasible;
NOW, THEREFORE, BE IT RESOLVED by the City Co'uncil of the City of Elk River, Minnesota:
The City Council will consider the Western Area Phase IV improvement as described in the
Feasibility Report and the assessment of the property abutting this proposed improvement
for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Section
429, at an estimated total cost for the improvement of $2,432,600.00.
A public hearing shall be held before the City Council on the proposed improvement on the
13th day of March, 2000, at 6:00 o'clock p.m. at the Elk River City Hall.
The City Clerk shall provide two published notices (one week apart) in the official newspaper
with at least three days between the last publication date and the hearing, and mailed notice
ten days prior to the hearing as required by law.
Passed and adopted this 22 day of February, 2000.
