order to conduct a fundraising auction at the former Morrell Trucking site.

Overview
Kim Ahner has organized an auction to raise funds to offset some of the health care
costs associated with her husband Mark's lung disease. The auction has been
scheduled for Saturday, April 15, 2000 from 11:00 a.m. to 4:00 p.m. at the former site of
the Morrell Trucking facility, 809 Jackson Avenue.
The zoning code does not regulate auctions specifically, typically they occur without
notice within the community. In this instance, however, due to the location of the
proposed auction, staff felt that it was in the City's and the Ahner's best interest to ask
the City Council to review this request.

Analysis
The Morrell site is located at the southwest corner of Jackson Avenue and School
Street and is 3.18 acres. Located on the property is a warehouse building with two
parking lots. The northerly parking lot has access from School Street, while the second
parking lot has access on Jackson Avenue.
Ms. Ahner proposes to set up the auction so that the items for sale are displayed on the
Jackson Avenue side of the site. This will allow the parking lot on School Street to be
available for parking. No parking is allowed on School Street, and parking begins south
of 8th Street on Jackson Avenue. Staff has requested that Ms. Ahner obtain permission
from the Alliance Church, Central Lutheran Church, and the High School to provide
additional parking in those lots if needed. The Lions Park and Boys & Girls Club lots
would also be available for parking.
The Police Chief has reviewed this request and no other issues arose other than
parking. The event will be of short duration and should have little or no impact on
surrounding properties.
Recommendation
Staff recommends that the City Council approve GP 00-1 with the following two
conditions:
No parking is allowed on School Street; parking is allowed on Jackson
Avenue south of 8~h Street.
Ms. Ahner should work with Alliance Church, Central Lutheran Church, and
the High School to provide parking. The auction bills should reflect the
availability of parking at these sites.

To Whom It May Concern:
Almost two years ago my husband, Mark Abner was diagnosed with a serious,
progressive lung disease known as Primary Pulmonary Hypertension. This disease is
characterized by high blood pressure in the blood vessels of the lungs.
Some of the symptoms of the disease include, shortness of breath with activity,
which progressively gets worse, muscle weakness, chest pain, rapid heart beat, etc. In
addition to these symptoms, as the disease progresses the heart becomes enlarged and
loses the ability to pump blood effectively through the body which could cause blood to
back up into the liver, abdomen, and legs.
There is no known cure for this disease except a lung transplant. Without the
transplant we do not know how long Mark will be with us.
I (Kim Abner) his wife, am organizing an auction fundraiser for Mark to help pay
his insurance premiums, co-pays for doctor visits, medicine and emergency room visits,
and also co-pays for first night hospital stays.
The auction is scheduled for April 15, 2000 from 11:00a. m. to approximately
4:00p.m. at the previous Morrell Transfer site (the corner of School St. and Jackson Ave
in Elk River).
