Location 13884 200th Ave. NW., Lot 7, Block 2, Hobbit Hills Zoning/Land Use Rla (Single Family Residential) / LR (Low Density Residential) Attachments Location map Site plan Letter of explanation from applicant Overview The applicant is requesting a conditional use permit for a private kennel in order to keep 6 to 8 Siberian Huskies. In the Rla District private kennels are allowed as a conditional use. They will be using the dogs for recreational dog sledding. They will not be breeding any of the dogs. The Council will also be asked to issue a private kennel license for this applicant. Facilities The lot on which the kennel is located is 2.32 acres. The kennel is located in the middle of the lot approximately 115' from the west property line and 65' from the east property line. The property to the south is a 40 acre parcel and contains a house. The dogs will be housed outside in a 50' X 50' fenced area. The kennel consists of a 6' high wire fence with 6" buried underground to prevent the dogs from digging out. There are individual houses for the dogs. Planning Commission Meeting At the Planning Commission meeting held on January 25th , no one spoke at the public hearing. The applicant indicated that he spoke with several of the neighbors and they did not have any concerns about the kennel. The Commission recommended approval of the conditional use permit. Recommendation It is recommended the City Council approve the conditional use permit for a private kennel at 13884 200th Ave. with the following conditions: 1. That there be no on-site commercial activities such as breeding or boarding or selling. 2. That the private kennel be limited to 8 dogs. 3. That the animal waste be disposed of properly. 4. That the applicant receive a private kennel license from the City Council. We are seeking this license in order to exceed the limit of three dogs allowed without the license. We own Siberian Huskies, a northern sled dog breed, and are planning on getting into recreational dog sledding. In order to do so, we expect that we would have approximately six dogs, but not more than eight dogs. All of our current dogs are non-breeding dogs -- acquired fi.om animal shelters -- and are all spayed or neutered. We don't expect to change this practice with any future dogs, and are not at all interested in breeding. The dogs are all housed outside in a 50' by 50' fenced area. The fence is a 6' high welded-wire fence which is also buried 6 inches into the ground to prevent the dogs fi.om digging out under the fence. Within this fenced area, we have individual kennel areas for the dog's houses. We also use these kennel areas if the dogs need to be kept apart fi.om each other for any reason. You should be able to see the location of where the kennel area is on our previously submitted site plan. The Siberian Husky is a generally quiet breed that is not prone to barking or making much noise at all. This has been our experience with the Huskies that we currently have, so we don't expect that there should be any problems with noise. They currently have four Siberian Huskies. The kennel will be located at the DeZelar residence, 13884 200th Avenue NW. The DeZelars have gone through the conditional use permit process which was just reviewed by the Council. Cheryll Edinger, Crime Prevention Officer, has inspected the Dezelar's kennel and signed off on the application.
