SUBJECT: PARK POLICIES
As per discussion on Park Policies at the 9/24/90 Park and
Recreation Commission meeting, staff provides the following
recommendations :
-Fees for shelter, key deposit, litter pick-up and table return
should not exceed $50 and should be refundable.
-Scheduling of shelters should be on a first come, first serve
basis (with community groups and activities taking precedehce.
• i.e. Chamber, Community Education) Reservations should be
accepted starting January 1 (no exceptions) .
-Person reserving shelter should be required to fill out
reservation form one week prior to reservation date. Failure
• to complete this form should result in forfeiture of
reservation.
It has been a long time policy to reserve shelters to Elk River
residents only, due to the fact that there has been no fee
involved and that Elk River residents Are paying the taxes .
Also, shelters are full during summer months and we have other
residents asking to be notified in case of cancellation. We
have had people who reside in Big Lake Township or Otsego
Township who have an Elk River address but are not part of the
City who feel they should be able to reserve a shelter. In
most of these cases we have been able to work around this
because the person knew someone who lived within the City
limits.
It is difficult to know which group was involved when there is
a litter problem or tables were not returned without someone
being there to check shelters as groups leave. We feel there
should be some discussion on this matter regarding how this
situation could be handled as the cost involved should be
defrayed by not refunding the reservation deposit to these
groups .
