SUBJECT: PARK AND RECREATION MEMO
The next Park and Recreation Commission meeting is scheduled
for Wednesday, September 5, 1990, 7 :00 p.m. at the Elk River
City Hall Conference Room. Attached for your information and
review are the draft 8/1/90 Park and Recreation Commission
minutes.
At this time, there is no major agenda item for this Commission
meeting. Staff felt it would be appropriate to get together
and discuss, in general, the activities since the Master Plan
project began and 1990-91 Park and Recreation Commission
projects and activities. One item that will need to be
discussed is how the Master Plan starts to get implemented once
it is approved.
Staff presented the proposed Master Plan to the Planning
• Commission at a public hearing on 8/28/90 . A number of
citizens were in attendance from the northeast part of the City
and expressed a great deal of concern about the possible taking
of their land by the City for future parks. Discussion about
the City' s future growth and the need to plan for the overall
development of the community was not well received by the
public. It is anticipated that this same group will be in
attendance at the 9/17/90 City Council public hearing when the
Parks Master Plan is considered.
Under staff updates, Phil and Charlie should be able to discuss
with the Commission with some fall projects and the plans for
1990-91 winter activities. I will be prepared to discuss the
budget status with the Commission. An important budget factor
has been the reduction of the City Landfill tax which affects
available funds for Park and Recreation activities .
Also attached for your information is a thank you note from
School Superintendent, Dr. Flannery, regarding the City' s
participation in the resurfacing of the tennis courts .

On behalf of the School Board and the Administrative
Council, I would like to thank you for the City's financial
support for resurfacing the tennis courts. The students and
community appreciate the improvement.
I can tell you from first hand experience that the
improvement to the courts is dramatic. This joint effort
represents another example of city and school district
cooperation that has resulted in benefits for our citizens.
