SUBJECT: AGENDA MEMO
The next Park and Recreation Commission meeting is scheduled
for April 4, 1990, at 7 : 00 p.m. at the Elk River City Hall
Conference Room. Attached for your information are the draft
3/7/90 Park and Recreation Commission minutes .
The main agenda item for this upcoming Park and Recreation
Commission meeting will be a discussion with Mr. Bill Sanders
on Draft III of the Master Park and Recreation Plan. This
plan will then be distributed to the City Council for its
review. Also, at this April meeting Mr. Sanders should be able
to provide the Commission with an update on the status of the
focus area studies for the Woodland Trails Park and the
Hillside Park.
Following review of Draft III at this April meeting, I
• believe it is appropriate to have a joint meeting with the City •
Council during the regularly scheduled May Park and Recreation
Commission meeting. At this time, the City Council and the
Park and Recreation Commission can give Mr. Sanders direct
feedback on Draft III . Also at this time, Mr. Sanders will be
able to discuss with the Commission how the plan can be
implemented. Many questions regarding this Master Plan
continue to exist . These questions include not only how the
plan can be implemented, but how adequate funds can be provided
for some of the improvements that are discussed throughout the
document. Additionally, the prioritizing of the goals and
objectives are important. In this regard, I am referring to
whether or not the purchase of trail land is more important
than the development of a park; or if the improvement of a
trail system is more important than the purchase of park land;
etc. The Commission did provide Mr. Sanders with some feedback
on these types of issues at the last meeting.
STAFF UPDATES :
Charlie Blesener is anticipated to attend this meeting and
update the Commission on status of spring/summer activities .
Charlie should also be able to provide an update on what took
place at the 2001 conference that was held in later March, 1990 .
At the last meeting, the Commission was scheduled to review
park dedication financed park improvements for 1990. A

• "laundry list" of possible improvements was provided with the
last agenda packet. This information from Phil Hals is again
attached for your reference. As previously indicated, it is
appropriate to spend somewhere in the neighborhood of $25,000
on park improvements. This amount should exclude the
financing of improvements on the railroad trail and also the
development of park area on the tax forfeited properties in the
Barrington Place area. Other funds will be made available for
these activities. Smaller park capital improvements through
the use of park dedication funds is an additional topic for a
joint City Council/Park and Recreation Commission meeting in
May.
Attached for your information is a memo from Zoning Assistant,
Janelle Szklarski, regarding a preliminary plat that has been
received. It should be noted that the preliminary plat was
recommended for denial by the Planning Commission and may not
ever get developed. This plat is directly south of the soon to
be obtained tax forfeited property in the Barrington Place
area, and therefore, staff is recommending obtaining funds for
park purposes rather than land to meet the park dedication
requirements .
