Subject: HARLEY-DAVIDSON MOTORCYCLE
This is to inform the City Council that we have been offered the
opportunity by Harley-Davidson to lease a police motorcycle for one
dollar ($1.00) per year. This is a community service that Harley-
Davidson is marketing at this point in time. With Elk River getting its
own Harley-Davidson dealership, they wanted us to take advantage of
this promotion.
We plan on utilizing the motorcycle for the 4th of July, County Fair
and Parade, National Night Out, park and trail patrol, and other
community events as they arise. We will also use the motorcycle for
patrol related activities such as radar work on high problem streets
where it would be easier to blend in with the surroundings. We would
also use the motorcycle for semaphore enforcement and other traffic
details when heavy traffic is expected.
The only other costs for the motorcycle would be the initial red light
and siren, which we would purchase with D.U.I. Forfeiture funds; and
maintenance, which would come out of the Maintenance budget. The
only officers that would be authorized to use the motorcycle would be
those with prior experience in operating large motorcycles.
I think this would be an excellent public relations tool and plan on
taking advantage of it unless you, as City Council, have questions or
concerns. Please contact me and I will answer any questions you may
have.

We a.re opening a new Harley-Davidson dealership in Elk River, Minnesota. We are excited
to extend the Police and Sheriff's departments of Minnesota an opportunity that has been very
successful in Iowa for us. We have a very large partidpation in our program currently in Iowa. Our
program will consist of leasing a new 2000 Police Road King or Elec~a Glide Classic for the lease cost
of $1.00 per unit and renewing each year on for the $1.00. The other costs involved with the program
are as follows. We have three equipment options that you can choose from and you purchase them
one time and then re-install them every year after that for only the labor charges while you're
participating. The first package is the full box light system, the second is a Haxee point strobe system,
and the third option of just the rear pole light and strobe which will utilize the factory front pulsing
lights. The participating departments will al~o be responsible for the maintenance charges which
ill fluctuate with the number of miles each participant puts on the unit but are very minimal.
Insurance will also be the responsibility of the participating department. If you are interested in the
program and have any questions or concerns regarding the costs of the equipment or services, please
feel 'free to contact us and ask for John or Justin in Police bike sales and we'll provide you specific
pricing. We would be willing to deliver you the unit out of our Ames, IA location for this riding
season and then you take delivery for your 2001 at our Elk River, MN location from then on. We can
arrange the service work this year for you and next year it will be performed in I~lk River. Harley-
Davidson has limited supplies left for the 2000 model and we are approaching the deadline on 2000
models so please let us know as soon as possible ff your dept. is interested. Again, call us with amy
questions you might have or we'll be following up with in the next 2 days to provide you with the
paperwork you need to fill out to get in this wonderful program. We have references available upon
