PRSR 03-07-1990 Draft - March 7 , 1990 IMPLEMENTATION The Master Park and Recreation Plan provides the City of Elk River with a detailed framework for the orderly growth and development of the Park and Recreation System. Implementation of the Plan requires thoughtful consideration of priorities, policies, phasing, financing, maintenance and operation. The following discussion and recommendations for implementation should provide a sound foundation for proceeding with the Park and Recreation Plan. PRIORITIES The community survey conducted by Decision Resources, Ltd. , in December, 1989, provides the basis for establishing priorities that are consistent with the current preferences of the residents of Elk River. The survey indicated a very strong demand for park and recreation facilities . The most popular activity was hiking or walking, followed by bicycling and nature walks . All of these activities suggest that trails should be a very high priority in the Park and Recreation Plan. • The survey also indicated strong demand for a broad range of activities , including swimming, fishing, golfing, softball , picnic areas , sliding hills and soccer. The concept of a downtown river walk was favored by 73% of the residents . A nature trail was favored by 74%, an outdoor swimming pool 65%, a nature area/interpretive center 66%, and play equipment 44%. Sixty-five percent of the residents supported of acquiring land for park development along the Mississippi River. Seventy-four percent of the residents supported the construction of an Elk River Community Center. In summary, the community survey clearly indicated that the residents of Elk River desire an improved and expanded park and recreation system. Support for financing an expanded park and recreation system is more difficult and points out the important of having well-planned park proposals that are in line with resident preferences . The determination of park and recreation priorities is also influenced by other factors . Additional considerations may include the following: Existing City Ownership of the Land • Land that is currently owned by the City of Elk River may be a higher priority for improvement simply because it is available and can be developed more quickly and at a lower price. • Land Acguisition Priorities for land acquisition are influenced by the cost and availability of the land. The City may need to move quickly to take advantage of land that is for sale or to acquire land that is under development pressure. The City may also have to adjust priorities to recognize land that is available to the City through the park land dedication ordinance. some of these opportunities cannot be anticipated by the Plan and, therefore, the Plan needs to be flexible enough to accommodate changes that are beneficial to the City and compatible (though not identical ) to the Plan. Funding Programs In some cases , the source of funds to implement the park and recreation system will affect the priorities . For example, federal and state park grant programs establish eligibility requirements in which they fund certain types of park facilities and not others . They also utilize a rating system for grant applications in which park facilities on their priority list (such as boat launches , water related facilities and trails) are ranked higher than other facilities (such as parking areas , play areas and picnic facilities) . Economic Development • Park projects are sometimes part of an overall economic development strategy where they can be beneficial to the City in terms of facilitating targeted economic development projects . The downtown river walk may be an example of that type of project where, because of the positive effect on downtown development , the river walk may be given a higher priority. Natural Resources Protection of natural resources , such as woodland, wetland, native prairie, lakes , streams and rivers is an important objective of the Park and Recreation Plan. The opportunity to preserve these valuable natural resources will need to be recognized in the determination of priorities . GENERAL PRIORITY AREAS The following general priority areas are proposed: 1 . Trails - Extensive trail development is proposed to meet the demand reflected by the community survey. A number of topics came up that need to be addressed. The following are my thoughts on some of the issues that are of concern of the homeowners along Lake Orono. One of the biggest concerns the homeowners on Lake Orono have is the safety of watercraft . The Parks and Recreation Commission have reviewed an ordinance currently in effect in Big Lake, Ordinance #301, a copy of which is attached. I suggest that legal staff draft a similar ordinance to this and begin the process as soon as possible. I would like to see this ordinance in effect by the middle of April at the latest. I believe this ordinance will control speed and direction of the boating traffic . 111 Any type of ordinance we enact that will regulate boating traffic on this lake will need to be well publicized. I suggest that we use a display ad in the Star News when we start holding public hearings on the issue. It is quite possible we can get some type of coverage from the Star News on how effective the ordinances is in Big Lake and our rationale behind creating this type of law. The homeowners around Lake Orono will need to be contacted. I believe we can do this through the president of the Homeowners Association. Once an ordinance is in effect, a large sign needs to be erected at the boat landing to let all people entering the lake with boats know what the ordinance is . Any ordinance we adopt needs to have teeth in it. Tony Mikols of the Sherburne County Sheriffs Boat and Water Patrol gave an example of how the parking of power boats on the swimming beach on Lake Orono ceased last summer. By strictly enforcing the ordinance and handing out tickets with a fine of $245, the word of mouth spread very quickly and it is no longer a problem. Any ordinance we enact is definitely going to have to have teeth in it . The number of boats and trailers being parked, and outside nonlakeshore people using the lake, was of concern. With the • continuing low water levels on area lakes, Lake Orono will become a more popular lake because it is a reservoir and the water level can be controlled. A number of residents wanted the City to decrease the number of parking stalls at the boat landing for boats and trailers. I objected to this and said 720 Dodge Ave. N.W. Elk River, Minnesota 55330 (612) 441-7420 �� Memo Page 2 Lake Orono that we cannot expect limited use by the rest of the City' s residents on a public waterway. The discussion then turned to enforcement of the parking regulations . The Police Chief should check with the ordinances presently being used in Lake Minnetonka areas to find out what the policy is on towing illegally parked boats and trailers, primarily those that end up parking on the grassy areas around the balifield. A little bit of enforcement may alleviate some of the problems of where those boat trailers are parked. Mr. Dale Homuth, the hydrologist for the DNR in St . Cloud was the guest speaker. He had some very distressing numbers and concerns about the future of Lake Orono. In a nutshell, the problem is the continued silting of Lake Orono. If nothing is done to deal with the problem, the lake will not be useable by boating traffic in the next 10 to 15 years . A very serious problem. Staff needs to be in contact with Dale as soon as possible to initiate requests for assistance from State and Federal government in first assessing what the problem really is and the cost of cleaning it up. There is a possibility we can get assistance, especially in a feasibility study from the Army Corps of Engineers. We will have to argue that the silting was a cause of the flooding on the upper north end of the lake in, I believe, 1983 . While we probably won' t get any Federal funds to help clean up the lake, Dale Homuth estimated that a feasibility study would be in the $80,000 to $100,000 range and we may be able to gain the assistance of the Corps. Dale Homuth also shared with the Homeowners some very distressing numbers. Approximately 150 acres of Lake Orono' s total 300 acres are unnavigable by boats at the present time; that is half of the lake. Basically, that means water in the two foot range over the muck. The problem is severe, and I believe, if the projected costs that Dale gave are even close, the total clean up will be in excess of $1 ,000,000 and possibly approaching $2 ,000,000 . This is a huge sum of money that we must be prepared to deal with in the near future. To that end, I am suggesting that of the fees going into the Landfill at the present time, we begin by designating a minimum of $25,000 a year into a special fund that will be used to clean up Lake Orono. Legal Staff is directed to investigate whether we can assess the entire City before a project is done so that we can begin capturing funds for this. Anyone else with any ideas on how we can begin saving the funds for this expense should share them with the rest of us. The last issue we discussed concerned the amount of litter along the shores of Lake Orono and the Elk River. Part of the Celebrate Minnesota program has a Minnesota Clean Rivers project . I would like the City go get behind such a project and organize a river clean up. I will take the lead on this and try to coordinate it through the 4-H or Boy Scouts in Sherburne County. I am also going to contact the County Staff and Commissioners to see if this can be a joint effort and Memo Page 3 Lake Orono maybe try to clean up the entire Elk River. I am suggesting April 21 so it can coincide with all the publicity that will be generated for the 20th anniversary of Earth Day. This is a project that we can get a lot of positive press on, involve a lot of volunteers and yet expend very little money. The major expenses I foresee are some advertising funds , a little bit of staff time, and some use of a couple City dump trucks to help haul refuse to the RDF Plant or the Landfill . • • 411 CITY OF BIC LAKE ORDINANCE NO. 301 An Ordinance Regulating the Speed and Direc tion of Boats on Lake Mitchell and Big Lake The City Council of Big Lake does hereby ordain: Section 301 .01 : This Ordinance shall apply to the bodies of water in the City of Big Lake known as Big Lake and Lake Mitchell. Section 301 .02: All boats exceeding a slow-no wake speed shall travel in a counter-clockwise direction. Section 301 .03: Maximum speed limit of boats shall be 40 m.p.h. at all times with the exception of those areas and times listed in Section 301 .04 and 301 .05. Section 301 .04: Maximum speed limit of boats shall be 15 m.p.h. sunset to sunrise all year. Section 301 .05: A slow-no wake speed shall be maintained in the area extending 100 feet from the shore. Boats launching or landing water skiers by the most direct route to open water shall be exempt from this provision. Section 301 .06: Any boat owner or the operator thereof if • the owner not be present who violates any provision of this ordinance ( ( shall be guilty of a misdemeanor. Section 301 .07: Definition. Slow no wake means operation of a watercraft at the slowest possible speed necessary to maintain steerage and in no case greater than 5 m.p.h. Section 301 .08: Primary enforcement of this ordinance shall rest with Sherburne County Sheriff 's Office. Section 301.09: The City of Big Lake shall be responsible for marking the public accesses and lakes with signs or bouys explaining the rules and regulations of this ordinance. The increases in levels and types of activities will have the most impact on trail and water resources that are close to the population growth areas surrounding the Twin Cities. Changes in the level of ac- tivities and tourism,especially where fishing,canoeing and camping take place,will cause the second greatest impact on resources to occur in Northeastern Minnesota and the north central lake counties. Recreation demands in these areas may exceed current capacity unless users and managers prac- tice good conservation measures,and unless additional resources are acquired. Outdoor Recreation Defined In this report,outdoor recreation is any out-of-doors activity that a person participates in for enjoyment away from home. This would include pleasure driving,walking,nature study,playing baseball,and many other activities,but does not include being a spectator at a sports event. Recreation Activities Outdoor Recreation In 1985 lip In 1985 And 2000 In 1985,according to the most recent Minnesota Department of Natural Resources(DNR)survey,resi- dents and nonresidents spent a total of 930,454,000 hours participating in outdoor recreation in the state. Minnesota residents accounted for 91 percent of this total, which averages out to 225 annual hours of outdoor recreation per resident. • Over 56 percent of Minnesotans'outdoor recreation time occurs in the summer even Most popular recreation activities for though that season is only 17 weeks in length. This implies an average of 300,000 people involved in outdoor recreation during each hour between 8:00am and 12:00am of each day of the 17 weeks of summer. Projections of Outdoor Recreation Activity In the Year 2000 Age,income,education and other factors influence the amount and type of outdoor recreation activities in which people participate. Changes in these factors will affect the future direction of outdoor recreation trends. To make a forecast for recreation for the year 2000,the DNR has used projections for population growth,age, and population density,while holding income,education and other factors constant. This will contribute to an increase in outdoor recreation participation time,simply because there will be more people participating. • The changes in the number of people in different age groups will have a larger impact on outdoor recreation than overall population growth. The biggest shift will be from a large number of people in the young adult and middle aged groups to a proportionately larger number of people in the middle aged and older age groups. D By the year 2000,30 percent of Minnesota's population will be between the ages of 35 and 54,a 51 percent increase over the number of people in that age group in 1986. D By contrast,27 percent of Minnesota's population will be between the ages of 15 and 34,a 14 per- cent decrease from the number of people in that age group in 1986. Activity Projections The projected growth in Minnesota's population and the shift of a larger segment of the population to an older age group is expected to result in a ten percent increase in outdoor recreation time to a total of 930.9 million hours by the year 2000. • Just as in 1985,walking/hiking is again the These activities are projected to receive the most popular activity. This forecast projects an in- crease in nonresidents'outdoor recreation participation of 10.4 million additional hours. • The combined projected increase for residents and nonresidents is 94.8 million hours,bringing the total number of hours of participation for the year 2000 to over 1 billion,or 10 percent above the 1985 level. Impact Of Activities Geographic Patterns for 1985 Activities On Resources And Close-to-Home Activities Economics Minnesotans stay within 30 minutes from home for almost three-fourths of their total outdoor recreation time,but are willing to travel an hour or more for 22 percent of the time. Fifteen per- cent occurs more than two hours away from home. • An even larger percent of time is spent close to home for some specific activities. Recreation time spent on running,skating and sledding,field sports(football,soccer),baseball and softball,biking, walking/hiking and net sports occurs almost exclusively(90 percent)within 112 hour of home. • Time spent on golfing,picnicking,swimming,nature study,cross-country skiing,pleasure driving and recreational vehicle driving occurs within a one hour distance from home 70 percent of the time. This tendency to limit outdoor recreation travel to within an hour from home,in combination with the density of population in the Twin Cities metropolitan region,makes the metro region the primary loca- tion of high participation recreation activities for Minnesotans. But as the next section shows,Min- nesotans also spend a fair amount of time pursuing recreation in other parts of the state. Far-from-Home Activities • Minnesotans spend 22 percent of their outdoor recreation time at least an hour's travel distance or more from home. Recreation time spent hunting,boating,fishing and sightseeing is almost as likely to occur within an hour from home as it is further away. • Canoeing and camping are the only two activities for which over 60 percent of participation occurs further than a 1 hour distance from home. • • The most common destinations for these long distance activities are three major areas: concentrated destinations are in a group of mid-central counties(Mille Lacs,Kanebec,Pine,Chisago,Kandiyohi, Meeker and Stearns),the north central lake district(Beltrami,Itasca,Hubbard,Cass,Crow Wing,and Aitkin counties),and the BWCA. With the exception of the first group,these are also the most com- mon destinations for nonresidents,with the addition of the west central(Ottertail,Becker,Douglas and Todd counties)lake and resort area. Geographic Patterns for Recreation Activities In 2000 The growth and resettlement of the population projected for 2000 will occur mostly in the ring of coun- ties surrounding Hennepin and Ramsey counties,as well as to the northwest of the Twin Cities along the 1-94 corridor,and south of the metropolitan area between Rochester and the Twin Cities. Growth in these outer-ring suburbs is already making it difficult to acquire land for future outdoor recreation facilities and resources. At the same time,most of the activities that are projected to have the greatest overall increase in hours of participation(walking/hiking,fishing,pleasure driving,biking,nature study,and golfing)are those for which people stay within an hour from home for the majority of the time they spend on those activities. Issue: The greatest strain on recreational resources will be found in and around rapidly growing suburban areas. Management efforts that increase user education and cooperation in conserving the resources,or limit their use,may be necessary to prevent the deterioration of these resources. New ways to acquire or preserve land for recreation,such as purchasing private land rights,may need to be developed. • Trend Reports Minnesota State Planning Agency Trend Reports 4 Issue No. 43,February 1990 Activity Clusters Using the percentage of increase of activities for residents and nonresidents for 2000,three clusters of ac- tivity emerge: • Trail-related activities(walking,biking,cross-country skiing,etc.)account for 36 percent of the projected increase; • Water-related activities(fishing,swimming,boating,canoeing)account for 28 percent of the projected increase; • Other park and wilderness-related activities(hunting,nature study,camping and picnicking--but not field sports facilities)account for 17 percent of the projected activities. Issue: Trails,especially multi-use trails,and water resources will receive the most impact from the projected increases in these activities. How can resource conservation and environmental education be coordinated to build a conservation ethic that sustains these resources while allowing for increased use? Expenditures for Outdoor Recreation In addition to relaxation and enjoyment benefits to individuals,outdoor recreation also brings economic benefits to the state. In the recent past,expenditures for outdoor recreation in Minnesota have averaged$1.82 billion per year. Expenditures include resident and nonresident travel expenses(such as food,lodging,gas,and fees),and resident recreation equipment purchases(e.g.,fishing or camping equip- ment,and running outfits). The biggest proportion of expenditures is for travel expenses(68 percent). • Expenditures for outdoor recreation in Minnesota's regions range from$175 million in the Southeast Economic Region to 633.2 million in the Northeast Economic Region. • By 2000,annual expenditures are projected to range from$187.3 million in the Southeast Economic Region,to$217.5 million in the West,$217.9 million in the Central Region,$681.6 million in the Metropolitan Region,to$703.9 million in the Northeast Region,a total of more than$2 billion. Factors Affecting The current level of outdoor recreation participation is a continuation of a growth trend that began after Outdoor Recreation World War H. This growth trend was driven by the following factors: Participation • An increase in population of age groups that are physically active; 40 • An increase in the level of family income that allowed more money for recreation; • An increase in leisure time due to shorter work days and weeks and an increase in the desire to spend leisure time on outdoor recreation;and, • The availability of convenient,inexpensive modes of transportation. Age,Income and Education III During this 35 year period,the total amount of time the population spent on outdoor recreation increased by 4 percent annually. By contrast,from 1985 to the year 2000,the amount of total recreation time is projected to increase less than one percent annually. Changes in the factors that brought us to the current level are also affecting this slowdown in projected growth. • Age is one of the strongest predictors of outdoor recreation participation. Children and teenagers are the most active.Participation is then fairly stable until age 45,when there is a moderate decline that continues through the older age groups. • Different activities are more popular with different ages. Walking/hilcing,fishing and pleasure driving are at or near the top for all age groups after age 25. Biking declines gradually in popularity,while ball and field sports drop out of the top ten after age 24,and swimming after age 44. Golf,nature study,and sightseeing rise in popularity with age. Boating rises from 8th place for the 7-14 age group,peaking in popularity with the 45-54 age group,while hunting,camping and jogging hover in the bottom half of the list across age groups. • Outdoor recreation participation increases as income and education increase,up to a point. ". ,vd,v4111111111111111111111111111 Changes in Other Factors Affecting Outdoor Recreation Though it is difficult to predict the • effect of changes in factors other than age and population growth on outdoor recreation,it is important to consider these factors and their possible impact. • Since 1970,there has been a growing number of households in which the head of the house- hold is single,with or without children;in 1988,24 percent of the heads of households in the U.S. lived alone,compared to 14 percent in 1963; • Leisure and work time are in a state of flux;the work week has increased from 43 hours in 1975 to 47 hours in 1984;on the other hand,the proportion of free time per week spent on outdoor recreation has steadily increased from 2 percent in 1954 to 3.5 percent(equivalent to 1.45 hours a week)in 1981; • The educated populace in Minnesota has increased,with 92 percent graduating from high school in 1987,up 7 percent since 1980. These and other socio-economic trends are indicating that future recreation needs may be different from those of the past. Dual income families,and single-parent and other nontraditional households may need facilities and programs that provide group dynamics other than those based on the traditional family,and more people may be participating in activities they can do alone,such as biking or cross-country skiing. An aging population that may be more affluent and better educated than previous aging groups may spend more money and time on outdoor recreation,especially with retirement time oc- curring in phases. For the non-participanting ten percent of the population,there is a lack of research as to whether they have unmet recreation needs. These and other factors,and possible signs of their im- pacts on outdoor recreation need to be monitored and addressed by recreation resource managers. Summary The current and projected trends in outdoor recreation participation in Minnesota indicate that the most pressure from increased activity will be on close-to-home resources,especially trail and water resources. There will be a need to manage these resources wisely with the cooperation of the users. Resources that 411 are the destination of Minnesota and nonresident tourists,such as the BWCA,the north central and the west and east central regions of the state,will also be the target of increased recreation activity,especial- ly where fishing,camping and canoeing take place.
