The 2007 Water Department budget has an item for adding 1 water operator. Currently
this department has 2 full time water operators and 1 - %2 time water operator and 1
supervisor. The V2 time operator spends '/2 of his time in the water department and V2 his
time as a power plant operator/maintenance.
Attached is the Elk River Water Distribution Maintenance Program. Due to the system
growth, the items highlighted in yellow are the areas we are having difficulty completing
on a regular fashion. We continue to add more wells and treatment plants. Our system is
ageing, which requires more maintenance.
We do a good job in the water production aspect, but struggle with the distribution
maintenance portion of the business.
Attached is a position description for our water operator position. Staff recommends
authorization to hire a water operator.

Municipal Utilities Position Description
Job Title: Utility Worker-Water
Job Summary: This position works under the direction of Superintendent Water and
ElectricTechnologies and operates and maintains the water production and distribution system.
FLSA: Non -Exempt
Job Duties:
L_ Monitors the water production wells on a daily basis
2. Operates and maintains the water filter plants on a daily basis including the chemical feed equipment.
3. Documents and monitors water production, chemical feed quantities and samples water for
contaminant levels.
4. Operates and maintains the water distribution system including all valves, valve boxes, hydrants,
pressure reducing and booster stations.
5. Inspects and maintains the water towers on a regular basis.
6. Inspects water and waste water installations for code compliance. Inspects water meter installations.
7. Sizes, repairs and installs water meters as required along with installing remote read equipment.
8. Participate in and complete ERMU apprenticeship program.
9. Other duties as assigned
Job Qualifications:
1. High school graduate
2. State of Minnesota Class B Drivers License
3. Two year vocational training in water or waste water or equivalent experience as determined by
ERMU with class D water license. Ability to obtain class C license in 18 Mo.
4. Computer literate(Windows 95, DOS)
5. Employee must live within a ten mile radius of the power plant per section 9 of the employee
handbook.
