The Park and Recreation Commission met on Wednesday, May 12, 2004. The agenda was
relatively light and the items discussed included consideration of park dedication for two
subdivision requests, a Ditch 31 update, and park development related items.
Construction Update
Work has begun at Lions Park on the parking lot, the interior remodeling, and the skate
park. As of the writing of this memo (May 13th), the parking lot has been excavated to
remove the poor soils, backfilled with appropriate granular material, compacted and is ready
to receive the first lift of blacktop. The existing blacktop has also been removed in areas in
preparation for concrete-edged medians that will help define the parking lot from the
entrance road to Dove Tree Apartments.
The interior remodeling began on May 4, 2004. The bathrooms have been demolished, the
storage has been relocated to the old serving kitchen, the walls in the new conference room
area have been insulated and the walls for the Recreation Manager's new office have been
installed.
The request for quotations to complete the interior work also included miscellaneous
building repairs in both the City Recreation and Lions Park offices left over from the original
construction. However, the quotes received for this work varied in price from $6,000 to
$26,000; therefore, this work was not awarded. Staff will evaluate these quotations and re-
quote this work in order to obtain fair pricing. If necessary, these repair items will come to
the Council for additional funding. As an aside, staff is also working on a solution to

Hot Topic(s) of the Month
Lions Park Center construction project was approved by Council in April. Work is being
coordinated and began May 5th. The ton costume donated by the Elk River Lions arrived.
Our summer program guide hit the streets April 7th. Registration is in full swing for summer
programs. The Leadership Class sponsored by the Chamber of Commerce visited Lions
Park Center and I did a presentation on what types of services our department provides as
~vell as doing a Yoga at Your Desk class. With the nice weather, we have had many requests
for Hillside Seasonal Passes as well. The annual ice show takes place in May so April is busy
with planning and preparations. I also conducted training for Girls Softball and certified
over 30 of their coaches with the National Youth Sports Coaches Association, which
provides them with additional liability insurance.
April Programs
During the month of April, the programs we had running were U Pass fitness classes, Egg
Hunt, Parent's Night Out, Tumbling - daytime and evening, 3 on 3 Basketball Tournament,
Pee Wee Basketball, Skating Academy and Breakaway Hockey. Breakaway Hockey serves
just under 300 participants so registration time is very busy for us.
Special Marketing Efforts
We used the Egg Hunt and our participation in the Lincoln and Meadowvale School
Carnivals for special marketing this month.
Facility. Use
We reserved 261 hours of use occurring in April. Of this, 93 hours was for Lions Park
Center. We are still coordinating field use between the associations and lSD 728 as well.
Wellness Committee
The Shape Up Challenge is in progress and is going well. We have also been working to
update the employee wellness room with new equipment. The new equipment
recommended was approved on May 3ro and will be purchased as soon as possible.
Other
I am still coordinating employee schedules for summer. We have approximately 30 core
summer staff who will be working this summer.
