79-014 RES APPENDIX E RESOLUTION 79-14 • RESOLUTION DESIGNATING THE SOURCE OF AND COMMITTING LOCAL FUNDS FOR THE REPAIR OF THE LAKE ORONO DAM WHEREAS, The United States Army Corps of Engineers and the Minnesota State Department of Natural Resources has found that the Lake Orono Dam is a hazardous structure posing a threat to the health, safety and welfare of Elk River residents; and, WHEREAS, The Elk River City Council has found that it is in the best interest of the City of Elk River to repair the dam rather than to remove the dam; and, WHEREAS, The Minnesota State Legislature has appropriated up to $344,000 for use by the City of Elk River in the repair of the Lake Orono Dam; and, WHEREAS, The Department of Housing and Urban Development has invited the City of Elk River for full application for a $225,000 Imminent Threat grant through the HUD small cities program which is reasonable insurance that the City of Elk River shall obtain such funding; and, IIIII WHEREAS, The Elk River Municipal Utility and the homeowners living on Lake Orono have voluntarily agreed to assume the burden of an assessment for local costs incurred in the repair of the Lake Orono Dam. NOW, THEREFORE, BE IT RESOLVED by the Elk River City Council that upon receipt of state and federal funds that the remaining local share of approxi- mately $231,500 be funded as follows: Special assessments to benefiting properties $ 155,000.00 City of Elk River General Obligation Bonds 76,500.00 Adopted this cr+ day of July, 1979, by the Elk River City Council. ::::--)— t�,. �44; T� ?`rank)i n Madsen, Mayor ATTEST: Robert C.
