Recommend,by motion, the Rivers Edge Commons Park Concept Plan. Background/Discussion At the March 11,2015 Parks and Recreation Commission Work Session presented concepts plans for the Rivers Edge Commons Park Expansion. Based on Commission feedback,the latest concept plan includes the following updates: 1. Elimination of the trees along the stormwater waterfall and no prairie plantings 2. Added stone steps into the river The commission discussed the need to make the park a destination for downtown by attracting larger capacity crowds for concerts,weddings,and providing river access. The need for retaining walls to support the parking lots is included in the concept plans. The next step is to refine the preferred concept recommended by the Commission to determine probable construction and design costs. The preferred concept with costs will be discussed at an upcoming City Council Work Session,including changes to the park that might be made,if any,before the concerts begin this summer. Financial Impact The cost estimates,including design and construction costs,will be estimated once the preferred concept is recommended by the Commission. Some of the costs might be paid for from certain city designated funds to improve specific design elements such as the stormwater features and the retaining walls.
