Action Requested
Discussion of the 22151 Avenue proposed trail and parking to access the Great Northern Trail.
Recommend,by motion,denial of installing a trail from the Great Northern Trail to the Ridges of Rice
Lake development for the following reasons:
1. A majority of affected property owners are not interested.
2. Poor cost/benefit estimate.
3. The trail is identified as a low priority in the draft Parks and Recreation Master Plan.
Recommend,by motion,the City Council consider the location and installation of"No Parking" signs
around the intersection of the 221St Avenue and the Great Northern Trail.
Background/Discussion
At the March 11,2015 Parks and Recreation Commission meeting,the commission reviewed two items:
1. Options for a trail placement from the Great Northern Trail to the Ridges of Rice Lake
development.
2. Parking along the intersection of the Great Northern Trail and 221st Avenue.
The Commission discussed the various connections and wanted more information before they made a
recommendation. They asked staff to contact the property owners that would be affected by the options
to see if they would be willing to work the city on the project. Staff mailed five letters and,as of the
drafting of this memo,three property owners indicated they were not interested.
The Commission discussed options for parking near the trail on 221St Avenue and felt the issue could be
resolved by signing 221St Avenue and utilizing a nearby public street for parking.
It is expected that this will be on the agenda of an upcoming City Council Work Session.
Financial Impact
Cost estimates for the trial construction,including acquisition of 20 feet of right-of-way,ranged from
$172,000 to$212,000.

The City of Elk River,along with the Parks and Recreation Commission,is currently exploring
installing a trail parallel to 22151 Avenue connecting the Great Northern Trail to the Ridge of Rice
Lake development. (see enclosed map) In order to accomplish this, our first step is to reach out to a
property owners along the north side of 2215t Avenue to see if they are willing to work with the city.
The initial question we have is,would you be willing to discuss options with the city? If so,we have
identified two possible routes to accomplish the trail:
1. You provide an easement on your property in order to allow the installation of a trail along
2215`Avenue. You would still own the land under the easement.
2. You sell a portion of your property along 2215`Avenue in order to install a trail.
If this is something you are interested in,please contact me by April 6,2015 to discuss it further.
