SERVICE BUILDING EXPANSION
Dear Mr. Leeseberg:
As requested we have reviewed the site plan for the proposed building expansion at the Vision Bus
Company facility. The proposal is to expand the service building by approximately 4300 square
feet. It does not appear from the site plan that the proposal includes any additional parking area.
The existing parking lot is sufficient to provide access to the proposed building expansion.
The only potential engineering impact of the proposed building expansion would be a storm
drainage issue. Reviewing the entire site relative to the additional impervious area it is my opinion
that the existing storm sewer and ponding facilities are adequately sized to handle the minimal
increase in storm water runoff that can be expected from the proposed building expansion.
Therefore from an engineering standpoint I would recommend approval of the proposed site plan
as submitted.

Tl:.s City of E~2~ River is currently undertaking an inventory of the conditional
use permits that have been approved in the past three years. This follow up
is to make sure that the projects were completed according to the approved
plans along with any special conditions the City Council may have approved.
On April 8th, the City of Elk River conducted an inspection of your site. We
have concluded that you have met all the conditions of the conditiona~ use
permit.

RE: Conditional Use Permit Case No. CU 94-13, CU 95-12
Dear Mr. Dickenson:
The City of Elk River inspected the Dickenson Bus Garage on June 16,2000
for conformance with the approved conditional use permit and approved
plans. In 1998, the City inspected the property for compliance with CU 95-12
and at that time found that the curb and gutter and paving had been
completed for the new parking / hard surfaced area. Since that time, we have
become aware that several conditions of conditional use permit CU 94-13
have not yet been completed. The conditions that appear incomplete area as
follows:
THREE STAGGERED ROWS OF SCOTCH PINE WITH A 15 FOOT SPACING BE
PLACED ALONG THE WESTERN PROPERTY LINE WITH ONE ROW BEING
SITUATED WITHIN THE CITY HIKING TRAIL RIGHT-OF-WAY. (ONLY THE
SINGLE ROW HAS BEEN INSTALLED).
2. OVERSTORY TREES SHALL BE ADDED ALONG THE ENTRANCE DRIVE
ALONG WITH SOME LANDSCAPING AROUND POND A.
The required improvements were to be completed within two years after the
approval date.

to arrange a time to discuss this matter. ! have enclosed a copy of the
approved plans and conditional use permit for your reference.
