Gravel Mining Area Land Use, Transportation, and Utility Plan
BACKGROUND:
The Elk River City Council approved the Gravel Mining Plan last Monday at the city council
meeting. The plan covers two areas, which are likely to develop in the future. The two areas
cover a total of 530 acres. The areas will be broken down into three sections. The sections are
274 acres for housing, 119 acres for highway business, and 133 acres for industrial. Elk River
Municipal Utilities contributed$8,000 to incorporate the development of the water distribution
system into the plan.
DISCUSSION:
The Gravel Mining Plan has projected that the system will grow from the south to the east. The
area where the gravel mines are is higher in elevation than what our current system can sustain.
Therefore, a booster station and a standpipe will need to be constructed to supply a sufficient
amount of water to the future customers. In time, a water tower, wells, and water treatment plants
will be situated in the new pressure zone. The projected daily total for the first two phases is
210,000 gallons per day. Attached is the Water System section from the Gravel Mining Plan. To

Slopes from south to north will not be a constraint for water system development, unlike that of the
sanitary sewer. Based on the high ground elevations in the southern portion of the study area and the
pressure in the existing system, it will be necessary to create a higher pressure zone. A water tower will
eventually be needed to provide adequate pressure to the high ground areas and fire flow volume for
the remaining study area. Depending on the extent and pace of development,a second water tower
could be sited further to the north to provide additional fire flow volume.
Based on the size of the study area, several additional wells and water treatment plants(WTPs)will
need to be constructed to provide for the water demand of the area.The timing of the wells and WTPs
will be dictated by the pace of development. Because of landfilling activities in the area,care will have to
be taken in the siting of new wells.The recommended phasing of this improvement is discussed in
further detail below.
Initially water should be provided to the initial expansion areas by a pumping station that pumps water
from the existing system.The pumping station may need to pump continuously to maintain pressure, if
feasible.The area would require a standpipe with a booster station. After there is sufficient
development to warrant it,a water tower should be constructed.Wells and WTPs should be constructed
when water demand warrants their construction. Following construction of the wells and WTPs,the
pumping station could be retained as an emergency means of providing water to the expansion area.
Potential locations of a water tower or booster station site are indicated in Figure 23.
Assuming 80 to 100 gallons per day usage for residential development,and 800 to 1,000 gallons per acre
per day for highway business,and 1,000 to 1,200 gallons per acre per day for commercial/industrial flex,
the following water and wastewater needs were identified to serve Phase 1 and Phase 2.
