RESOLUTION NO. 81-1,
A RESOLUTION RECOGNIZING AND COMMENDING THE
SERVICE OF FRANK MADSEN
WHEREAS, Frank Madsen was elected the first Mayor of the newly-consolidated
City of Elk River; and,
WHEREAS, Frank Madsen has served in the capacity of Mayor from 1978 to 1980;
and,
WHEREAS, during the period of Frank Madsen's service to the City of Elk River,
several difficult problems and decisions had to be resolved regarding
the consolidation and the City's finances; and,
WHEREAS, during the City Council's deliberation on the difficult issues presented
from 1978 to 1980, Frank Madsen provided the Council with strong leader-
ship and guidance, thereby making the resolution of said problems more
easily manageable; and,
WHEREAS, Frank Madsen devoted many extra hours of his time in the performance of
his mayoral duties for the City of Elk River.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River, that
• Frank Madsen's service as Mayor of the City of Elk River from 1978 to 1980 is here-
by recognized, and that Frank Madsen is hereby commended and thanked for his efforts
and accomplishments as Mayor of the City of Elk River from 1978 to 1980.
Passed and adopted this 5th day of January, 1981.
