A RESOLUTION ESTABLISHING
A CITY BEAUTIFICATION COMMITTEE
WHEREAS, the City Council has deemed it desirable to create a City Beautification
Committee for the purpose of improving the City of Elk River.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Elk River that
there is hereby created a City Beautification Committee, pursuant to the
following rules and guidelines:
Section 1. Establishment and Purpose
There is hereby established an advisory committee to the City Council
on City Beautification. The purpose of this committee will be to en-
courage, promote and coordinate City beautification projects, and to
advise the City Council regarding activities which the City may under-
take to beautify the community.
Section 2. Composition and Terms
Sub. A. Membership
The City Beautification Committee shall consist of five voting members
• appointed by the Mayor and confirmed by the City Council. These committee
members shall have the authority to appoint ex-officio or non-voting
members, as necessary.
Sub. B. Term of Office
Each member shall serve a three-year term of office, except at the
initial appointment, several members shall be designated to serve a
one, a two and a three year term, so as to stagger the expiration of
Committee members' terms. Vacancies on the Committee shall be filled
by the Mayor with Council confirmation.
Section 3. Commission Organization
Sub. A. Officers
The Committee members shall elect from among the voting members, a
Chairman, Secretary and Treasurer.
Sub. B. Meetings
The Committee shall meet quarterly, and at other times as deemed
necessary by the Committee members. Committee meetings may be called
by the Chairman or two Committee members, with a minimum of three days
written notice to each Committee members.
Section 4. Powers and Duties of the Committee
A. The Committee shall advise the City Council on projects deemed to
• beautify the City of Elk River, and to improve the City aesthetically
and generally enhance the quality of life in Elk River. The City

Council may, at its descretion, direct the Beautification Committee
to perform specific tasks, regarding the implementation of any
particular beautification project. The Committee shall have no
specific authority or responsibility to enter into a contract or to
commit the City of Elk River in any way, relative to beautification
projects or other activities of the Committee, without the expressed
approval of the City Council of the City of Elk River.
B. The Committee shall attempt to organize local volunteer efforts
and groups for concerted actions regarding beautification of the
City.
C. On an annual basis, the City Beautification Committee shall develop
a project list, with the input and assistance of the appropriate
local volunteer organizations, with assigned costs and responsibilities
for implementation of projects, as near as can be determined at the
time of the development of the program. The annual project list shall
be reviewed and approved by the City Council prior to March 31st in each
calendar year.
Section 5. Sources and Regulations regarding Funding
Sub. A. Funds Obtained from City of Elk River
All funds allocated by the City Council of the City of Elk River to
. the City Beautification Committee shall be spent in accordance with
City rules and policies normally applied to the expenditure of City
funds.
Sub. B. Funds Obtained from Other Sources
Funds which the Beautification Committee utilizes for beautification
projects and obtained from sources other than the City of Elk River
shall be reported to the City as they are received. At the descretion
of the Committee, these funds may be deposited in trust with the City
of Elk River until needed or expended by the Committee. If funds are
placed in trust with the City, the City will, at the descretion of the
Committee, issue checks against deposited funds and maintain appropriate
records for the Beautification Committee; or, the City will write
checks directly to the Committee for its disbursement, in which case,
the Committee shall keep the necessary and appropriate records.
