Discussion of the 2215`Avenue proposed trail and parking to access the Great Northern Trail.
Background/Discussion
At the February 2, 2015, Open Forum, residents from Ridges of Rice Lake expressed their concerns
about safety and parking issues on 2215`Avenue. Some residents also requested a trail connection from
their subdivision to the Great Northern Trail on 2215`Avenue become a priority as referenced in the draft
Park Master Plan. City Council members requested that the discussion about 2215`Avenue be added to a
future work session.
At the March 11, 2015, Parks and Recreation Commission Work Session, the Commission reviewed
options for a trail placement and parking near the intersection of the Great Northern Trail.
The Commission also discussed various trail connections and requested staff contact property owners
that would be affected to see if they would be willing to work with the city. Staff mailed five letters and
spoke with three property owners who are not interested.
At the April 8 Parks and Recreation Commission meeting, the Commission recommended the following:
1. Denial of installing a trail from the Great Northern Trail to the Ridges of Rice Lake development
for the following reasons:
a. A majority of affected property owners are not interested.
b. Poor cost/benefit estimate.
c. The trail is identified as a low priority in the draft Parks and Recreation Master Plan.
2. Recommend the installation of"No Parking" signs around the intersection of the 221st Avenue
and the Great Northern Trail utilizing a nearby street for parking.
Financial Impact
Cost estimates for the trail construction, including acquisition of 20-feet of right-of-way, ranged from
$172,000 to $212,000.
