I. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Heritage Preservation
Commission was called to order at 6:03 p.m. by Chair Fox.
2. Pledge of Allegiance
The Pledge of Allegiance was recited.
3. Consider 1/16/2015 Agenda
Moved by Commissioner Mortensen and seconded by Commissioner
IDLindberg to approve the January 16, 2015, agenda. Motion carried 3-0.
4. Consent Agenda
4.1 October 16, 2014, HPC Minutes
Moved by Commissioner Mortensen and seconded by Commissioner
Lindberg to approve the 1 ctober 16,2014,minutes. Motion carried 3-0.
5. General Business
5.1 Water Tower U'date
Chair Fox provided an upd te from the Save the Water Tower Subcommittee. The
subcommittee has prepared a number of options for a logo to use when promoting
Save the Water Tower initi.fives. Chair Fox will distribute the options and gather a
consensus from the group or the final design.
The creation of the non-pro fit group will be in partnership with the Kelly Farm
Grange. The grange will creel te a 501 (c)(3) for the subcommittee to use during the
fundraising process. The grange will continue to use the 501 (c)(3) after the water
tower project for additional non-profit opportunities.
1110 Chair Fox noted that the su•committee still needs volunteers to help with
fundraising and asked that •nyone who is willing to help contact him.

5.2 Walking Tour Update
Mr. Carlton noted that students from St. Cloud state presented their brochures for
the historic walking tour. He thanked the students for their hard work and applauded
the strong work that was presented.The brochures will be refined and reviewed by
the Commission at a later date. Chair Fox mentioned that the Sherburne Historical
Society should be included in the review of the brochure.
5.3 Review Jackson Street Water Tower Condition Assessment
RFP Submittals
Mr. Carlton mentioned that Commissioner Mortensen and he reviewed the three
submittals received for the condition assessment project. He noted that there was
one proposal that clearly aligned with the Commissions goals and project scope. The
Commission discussed the submittals and reached a consensus to select
Collaborative Design Group. Chair Fox, Commissioner Mortensen,and Mr. Carlton
will meet with representatives from Collaborative Design Group to discuss the
project and refine the scope.
Moved by Commissioner Mortensen and seconded by Commissioner
Lindberg to select Collaborative Design Group as the consultant to prepare
the Jackson Street Water Tower Condition Assessment. Motion carried 3-0. •
6. Staff Updates
6.1 Certified Local Government Grants
Mr. Carlton noted that Minnesota Historical Society is seeking proposals for grant
opportunities. He mentioned that the city can apply for the grants and asked for
ideas that may be eligible.
Commissioner Mortensen discussed an opportunity to protect the cemeteries in Elk
River. She noted that there has been a lot of vandalism at the cemeteries and
wonders if this would fit within the grant criteria. Mr. Carlton will review the
application materials and evaluate potential opportunities.

There being no further business, Chair Fox adjourned the meeting of the Elk River
Heritage Preservation Commission at 6:30 p.m.
