ENERGY CITY COMMISSION
HELD AT THE ELK RIVER CITY HALL
WEDNESDAY,JANUARY 18,2006

Members Absent: Sharon Kampa, Gary Connett,Bryan Adams,Deb Walters
Staff Present: Heidi Steinmetz and Rebecca Haug
1. Consider February 22,2006 ECC Agenda
The agenda was approved as submitted with the additic of dismission on the Summit on
Green Affordable Living by Commissioner Klinzing and discussion;;of recommending a
Platinum level of LEED Certification for the proposed new Elk Rive Library.
2. Consider January 18,2006 ECC Minutes
The January 18,2006 minutes approved as 11, Jted.
3. Website Consultant—Jody Russell,Thunder Communications
Staff(Rebecca Haug and Heidi Steinmetz)introduced`tte ECC Web site Consultant,Jody
Russell. Ms.Russell provided background information nabo t herself and her business,
Thunder Communications. She then unveiled the general deign of the site. The
Commission approved the general design and provided the following input:

o Find image;to identify Elk River as Energy City
• Add news&events picture and information directly onto bottom of home page
• Consider c1or clues onwbottom of each page
„e Additional d scussion and questions took place regarding the site. Staff mentioned that it is
typical of staff tn.-Ihave the authority to work closely and make decisions with consultants on
-sty projects such s leis upon C;otninission's approval of hiring a specific consultant. This
was confirmed by Commissioner:Klinzing.
The Commission set the target date to have the"guts"of the website completed by May 15,
2006.
4. Energy Issues Conference
The energy issues conference subcommittee consisting of Chair Zehringer and
Commissioners Connett,Kampa,Gongoll, and Hendrickson met on Wednesday,February
15,2006 at 1:00 p.m. For future subcommittee meetings,John Setala of Great River Energy
will replace Commissioner Connett.
Commissioner Zehringer handed out recommendations from the Committee. The tentative
dates for the conference are April 24-25 or April 25-26,2007 to be held at Twin Lakes
Elementary School in Elk River. The duration of the conference was discussed and
• potentially setting a date prior to the conference for tours followed by a day and half of
workshops. The issue of providing continuing education credits to conference attendees

was also discussed.
The next subcommittee meeting was set for Wednesday,March 8th at 1:30pm at Elk River
City Hall.
5. Energy House III Update
Chair Zehringer stated the house would be completed by February 28th in time to be in the
Parade of Homes which starts March 11,2006. There is an Open House scheduled for
Saturday,April 22,2006 at 6:00 p.m.
6. Elk River Elementary School Update
Commissioner Bratlie informed the ECC that the school.ts moving along and will be
complete in December and qualify for LEED Certification, ld.Level.
7. Business Expo
Staff informed the ECC that the Business Expo has been scheduled fa:Sunday,March 26,
2006 from 10:00 a.m.—3:00 p.m. Staff suggested having a sign up sheet at th.e next ECC
meeting so each member could help with stag the booth.
8. Other
Commissioner Klinzing informed.the ECC that she attended the Summit on Green
Affordable Living and that she wed lake the director oft organization to speak at a
future ECC meeting and potentially the energy issues conference.
Staff asked for a recommendation from the

new library be constructed as a LEED Certified Building,possibly at the Platinum level.
MOVED BY`COMMISSIONER GONGOLL AND SECONDED BY
COMMISSIONER STOTENBURG T`O RECOMMEND TO THE CITY
COUNCIL THAT THE NEW LIBRARY BE-COSNTRUCTED AS A LEED
CERTIFIED BUILDING. MOTION CARRIED 8-0.

recommendation
Staff idicated that thpesident of a manufacturing company currently building a new
buildliIi Elk River mentioned that it would've been nice if the City would've had
financing programs to help him install energy efficient technologies into his building. Staff
reminded the. ommis ion that we should not lose sight of the importance of developing
financing progra. to help companies install energy efficient technologies into their
buildings. Commissioners Gongoll and Bratlie suggested putting case studies on the
Website to at least start educating and marketing the savings of energy efficient technologies.
10. Schedule Next ECC Agenda Items and Meeting
The next scheduled meeting will be held on Wednesday,March 15,2006 at 1:00pm. Items
to be discussed will be website,Business Expo,Twin Lakes Elementary School update,
Energy House III update,and the Energy Issues Conference.
