Typically, the draft minutes from the most recent Recreation Board meeting are attached with this agenda memo. The draft minutes from the May 3, 1989 meeting are not attached with this memo as they have not been received at City Hall. I wish to inform the Park and Recreation Commission that I will not be attending this 6/7/89 meeting as I will be at the annual League of Minnesota Cities Conference. I anticipate that Phil Hals and Charlie Blesener will be in attendance. 4 . Open Mike I understand that two groups will be attending this Park and Recreation Commission to address the Commission on local issues. The first group to visit with the Park and Rec Commission will be the Orono Lake Homeowners Association. Their attendance at a Park and Recreation Commission meeting has been anticipated. The staff has previously distributed the City of Big Lake Park and Recreation ordinances and rules for review. The Orono Lake Homeowners Association has also reveiwed this information and it is anticipated that this group will be requesting more rules and regulations be approved and enforced by the City to control activities on and around Orono Lake. City staff member and Big Lake City Council member, Tom Tyler, has been requested to attend this meeting to review with the Orono Lake Homeowners Association and the Park and Recreation Commission the relative success of the newly adopted Big Lake ordinance. The second group that would like to visit with the Park and Recreation Commission is represented by Cliff Lundberg. Attached for your information is some material provided to the City by Mr. Lundberg regarding a local arts council . It is anticipated that Cliff will be requesting some type of City finnacial support and recognition of the local arts groups. 0 720 Dodge Avenue N.W., Elk River, Minnesota 55330 (612) 441-7420 Page 2 Park and Recreation Commission Agenda Memo June 2, 1989 IIP 5 . Master Parks Plan Request For Proposals City staff sent out the Master Parks Plan Request For Proposals to the six firms that were provided to the Park and Recreation Commission at its May meeting. The Park and Rec Commission reviewed this Request For Proposals at its last meeting and made no changes. Additionally, I understand that other names were supposed to be added to the list of firms who would receive this Request For Proposals, but no additional names were received at City Hall . Of the six names provided, three submitted proposals. These three proposals are attached for your review. A fourth example proposal is also attached from the Dahlgren, Shardlow and Uban firm, but they declined to submit a proposal based on the fact that an adequate plan could not be completed within the financial constraints listed in the Request For Proposal. The Park and Rec Commission could request a proposal from this firm with no financial limitation and see how this proposal compares with the other three. The other three plans from Sanders and Associates, Barton Aschman Associates, Inc. and Urbanalysis may provide the Commission with an adequate number of firms to review for this project. It is recommended that these three firms are requested to interview before the Park and Rec Commission in order to get some additional feedback on precisely what will be accomplished within an Elk River Master Parks Plan. Such interviews can be held during a special Park and Rec Commission meeting or during the July, 1989 regular meeting. Review of these Request For Proposals at this meeting should include forming of a list of interview questions so that appropriate information can be obtained from the firms during the interviews. 6. As the summer moves forward I believe that the staff will have a number of items to discuss with the Park and Recreation Commission. The City Council has approved the Capital Outlay Program as reviewed by the Recreation Board at its last meeting. The City Council has also approved the Park and Rec Commission ordinance as recommended by the Commission. Additionally, and as previously discussed, the City has signed an agreement with the Railroad for the purchase of the old north and south trail and has sent a 10% escrow check to them but it will be a few months before all the legal work is completed and the City takes actual ownership. As school winds down, I believe that Charlie will want to i provide an update to the Park and Rec Commission on planned summer recreation activities.
