Guidelines: ARTS PARTNERS OF MINNESOTA
• 1 . Purpose of ARTS PARTNERS OF MINNESOTA Project:
To encourage city and county governments throughout the state of Minnesota to
begin or to increase their support of arts activities and facilities as a means of building
healthier communities of citizens.
2. Method of Administration:
The project will be administered through the Regional Arts Councils Forum, a
consortium of the eleven regional arts councils of Minnesota. The Forum will staff the
application and selection process, and will administer the monies from the NEA and
from the state legislature as well as conducting the recordkeeping related to the
project. The individual regional staffs will provide technical assistance to organizations
or agencies in their region who are selected as participants in the project.
3. Eligibility of Participating Organizations or Agencies;
a. In order to participate in this matching funds project, an arts group/agency
must be either:
(1) a non-profit 501 (c,(3) organization which has been officially
recognized by a city or county government as its arts representative;
OR
(2) an arts programming or service branch/department of a city or county
government.
b. In addition, the applicant must have obtained a projected budget commitment
of new monies from the city or county for ARTS PARTNERS OF
MINNESOTA activity over the next years (July 1990 - June 1993).

c. The activity for which the Applicant seeks matching funds must fall within one
or more of the following categories:
•
a.Regranting funds to arts organizations and artists
•
b.Technical assistance and services
c.'Presentation of performances, exhibitions and residencies
d.Audiehce development projects
• e. Making the arts a basic in education K-12 •
f. Develooment of capital resources and renovation of facilities (may not be for new
• • construction)
g. Strengthening the professional staff capability of the local agency

4. Application Process:
a. Complete the ARTS PARTNERS OF MINNESOTA Application Form,
and have it signed by an official from your agency and by an official of the
local government. •
b. Complete the NEA Form B-2.(ask your Regional Arts Council for assistance)
c. Attach a copy of the resolution from your local government which states the
designation of your agency to act on its behalf in this project.

e. Submit application forms, support materials and the resolution to your
Regional Arts Council office, by July 15. 1989.
5. Selection Process:

make decisions for participation based on the following:
b. Applicants must demonstrate: "In what way will the project improve the
health of the arts in the community and increase the access of citizens to arts activities
and programming in your city or county?"
c. Applicants must demonstrate a cooperative working relationship between the ,.:
organization and the government entity regarding the commitment and projected use " ' '
of funds for the project.
d. All applicants who can successfully demonstrate items "b" and "c" above and
who have clearly described their project and its budget and how the project will be
managed, will be accepted onto a list of "finalists" for the ARTS PARTNERS OF •
MINNESOTA project.

6. NEA Process:
a. The complete grant application from the Regional Arts Councils Forum to the
NEA is due on August 15, 1989. At this time, the Forum will submit a list of
all finalists to the NEA as a part of our proposal.
b. The decision from the NEA is announced in March 1990. When the NEA
decision on the Regional Arts Councils Forum application is known,
the finalists will be notified and will be asked to update, revise, or verify
their intent.to participates(based on whether the NEA decision is to.fund

c. Between March 1990 and July 1 , 1.990, the Regional Arts Councils,Forum
will contact the ARTS PARTNERS OF MINNESOTA finalists to determine
the level of funding possible for each participant based on matching

d. The projects which are funded may begin no earlier than July 1 , 1990.

Sample Resolutions which organizations/ agencies might have their city or county use
• to designate them formally as a government-affiliated arts agency:
Sample #1 :
"WHEREAS the Hearts and Flowers Arts Development Association has given exemplary service to
the arts in our community over the past several years,and
WHEREAS the City of Advantage, Minnesota recognizes the valuable role that the arts play in the
life and health of our city, and
WHEREAS the City of Advantage would like the Hearts and Flowers Arts Development Association
to continue to serve the arts in our city in the future,
The City Council of the City of Advantage now hereby designates
the Hearts and Flowers Arts Development Association as its official
representative for the arts in our city. Date, Signed by, etc."

"The City of Prosperohereby designates the Little Tree Fine Arts
Circle as the offical arts organization of the city." •

Attachments may be added to further define the limits or the nature of the relationship
between the city and the designated organization or group. For example:
Attachment #1: "Hereafter, the H&F Arts Development Ass'n may use the City's name on its publicity, so long
as the Chair of the Community Relations Committee of the City Council has approved the material
in advance of publication and distribution."
Attachment: "This designation does not obligate the city to provide funding for the projects and activities of
the Little Tree Fine Arts Circle."

*Note: For the purposes of the NEA grant, there may be only one such •
designated group or commission per city and one per county. Thus, in . • •
