9.0. PRSR 05-03-1989 CITY OF ELK RIVER NOTICE OF REQUEST FOR PROPOSALS FOR A MASTER PARK PLAN I . BACKGROUND: The primary purpose of the City of Elk River Master Park Plan project is to provide a long term guide for the park development of the City of Elk River in order to provide a variety of recreation opportunities for the community. There is a brief parks and open space section of the City Growth Management Plan which provides a general guide for the City's future park and trail development and purchases. This park and open space section of the Growth Management Plan is attached for your reference. The City of Elk River is experiencing rapid residential , commercial , and industrial growth. In order to provide a full range of park and recreation opportunities to meet the needs of the future fully-developed community of Elk River, it is the intent of the City Council and the City Recreation Board to prepare and implement a Master Park Plan. The City currently contracts with the School District for . the organization and management of the City youth recreation programs. Most of these programs take place on school property. While an understanding of the School/City relationship in terms of providing park and recreational opportunities must be understood, it is the intent of the Recreation Board and the City Council that this study focus on City park and trail facilities. II . SCOPE OF PROJECT: The City of Elk River is requesting proposals from consultants qualified to assist in the preparation of a Master Park and Recreation Plan for neighborhood, community, and general athletic park purposes, and plan for the full range of park and recreation opportunities for the citizens of Elk River. III . PROPOSED FORMAT: The consultant should provide the City with its proposed project objectives, work plan, project budget, project time table and identification of members of the project team. General background information on the consulting firm and references are also required. Page 2 IV. SUBMISSION OF PROPOSAL: All proposals must be received by the City prior to 5 : 00 p.m. , Friday, May 26, 1989 . VI . PROJECT COST AND COMPLETION DATE: It is estimated that the cost of this Park Master Plan need not approach, but shall not exceed, $10,000.00. The project shall be completed by six months from date of award by the City Council . VII . EVALUATION OF PROPOSAL: All proposals received by the deadline will be evaluated by • the City of Elk River staff. In some instances an interview may be part of the evaluation process . The City Staff will recommend to the City Recreation Board at least three firms to be interviewed by the Recreation Board for recommending award of this contract . Factors upon which the proposals will be judged include but are not limited to the following: 1 . Project work plan based on City goals for a Master Park Plan 2 . Budget requirements and proposed time table 3 . Qualifications of responder and/or firm and associated personnel 4 . Similar experience 5 . References VIII . LIMITATIONS: This Request for Proposal does not commit the City of Elk River to award a contract, to pay any costs incurred in the preparation of the proposal to this request, or to enter into a contract for services or supplies. The City of Elk River reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified source, or to cancel in part • or its entirety this Request for Proposal if it is in the best interest of the City to do so. The City Council has final approval of the firm to complete the Master Park Plan . A recommendation from the Recreation Board to the City Council will be made following interviews.
