SHELTER RESERVATION POLICIES
1 . ALL SHELTERS AT ORONO PARK AND LION'S PARK MUST BE RESERVED
PRIOR TO USE.
Shelters may be reserved by contacting City Hall.

Shelters may be reserved by Elk River Residents only.
No reservations will be accepted prior to three months
in advance.
No Fee is charged for Shelter Reservations.
2 . A $5 .00 DEPOSIT WILL BE REQUIRED FOR THE KEY TO ACCESS
LION'S PARK SHELTER #5 .
3 . THERE ARE FOUR OCTAGONAL SHELTERS AND ONE SHELTER WITH AN

ENCLOSED AREA 'WITH 'SERVING COUNTERS..LOCATED IN LION'S PARK.
THERE ARE TWO OCTAGONAL SHELTERS AND ONE RECTANGULAR SHELTER
LOCATED IN ORONO PARK.
4 . ALL SHELTERS WILL HAVE ELECTRICITY AND WATER AVAILABLE.
5 . THERE WILL BE 6 PICNIC TABLES (8 PER TABLE) PER SHELTER WITH
THE EXCEPTION OF SHELTER #1 AT ORONO LAKE PARK WHICH WILL
HAVE MORE THAN 6 .
6 . A RESERVATION FORM MUST BE FILLED OUT AT THE CITY OF ELK RIVER
PRIOR TO THE RESERVATION DATE.
7. THE RESERVATION FORM MUST BE BROUGHT TO THE SHELTER BY THE
PERSON REQUESTING THE RESERVATION ON THE RESERVATION DAY
REQUESTED.
8 . THE SHELTER AND SURROUNDING AREA SHALL BE CLEANED OF REFUSE
AND DEBRIS PRIOR TO LEAVING THE AREA.
9 . NO ALCOHOLIC BEVERAGES ALLOWED ON ORONO LAKE BEACH.
10 . THE PARKS CLOSE AT 10 :00 P.M.

there is deemed the act of the licensee as well, and the licensee
shall be liable for all penalties provided by this ordinance and
the law equally with the employee.
3. Inspections. The licensee shall allow any peace officer,
health officer , or properly designated officer or employee of the
City to enter , inspect, and search the premises of the licensee
during business hours without a warrant.
4 . Display During Prohibited Hours. No on-sale establishment
shall display liquor to the public during hours when the sale of
liquor is prohibited.
5 . Federal Stamps. No licensee shall possess a federal whole-
sale liquor dealer 's special tax stamp or federal gambling stamp.
802.16 - Restrictions on Purchase and Consumption.
1. Liquor in Unlicensed Places. No person shall mix or prepare
liquor for consumption in any public place or place of business
unless it has a license to sell liquor on-sale or a permit from
the Commissioner of Public Safety under Minnesota Statutes,
Section 340.119 , and no person shall consume liquor in any such
place.
2. Consumption in Public Places. No person shall consume
liquor on a public highway or in a public park or other public
place.
802. 18 - Suspension and Revocation. The Council may suspend for
not to exceed sixty (60) days or revoke any liquor license upon a
finding that the licensee has failed to comply with any applicable
statute, regulation or ordinance relating to intoxicating liquor . No
suspension or revocation shall take effect until the licensee has been
afforded an opportunity for a hearing pursuant to Minnesota Statutes ,
Sections 15.0418 to 15.0426.
Section 804 - Establishing and Regulating the Operation of a Municipal
Liquor Dispensary
804.00 - Definitions. Unless the context clearly indicates other-
wise, the words, combinations of words, terms or phrases as used in
Section 804 .00 et seq. shall have the meanings set forth in the
following paragraphs:
1 . "Intoxicating liquor" and "liquor" shall mean ethyl alcohol ,
distilled, fermented, spiritous, vinous and malt beverages
containing more than three and two-tenths percent ( 3 . 2% ) alcohol
by weight.
2 . "Beer" shall mean any malt beverage with an alcoholic
content of more than one-half of one percent (1/2 of 1% ) by volume
and not more than three and two-tenths percent ( 3.2%) by weight.
