ADJOURNMENT. 411 TO: RECREATION BOARD MEMBERS FROM: DAVE ANDERSON, VICE CHAIRMAN DATE: FEBRUARY 15, 1989 SUBJECT: AGENDA MEMO The next City Recreation Board meeting is scheduled for 7:00 p.m. on Wednesday March 1st at the Elk River City Hall Conference Room. Attached for your information is the proposed agenda for this board meeting and the draft 2/7/89 Recreation Board Minutes. Comments on the agenda are as follows: 4. DISCUSSION OF PARK AND RECREATION PRIORITIES AND DIRECTION. We would like each Board member to come to this meeting prepared to list their 5 top park and recreation priorities. This exercise is intended to give our subsequent discussion a direction that best fits the interests of the majority of the group . • Each member will have 5 minutes to present their priorities and briefly explain them. 5. DISCUSSION OF CITY PARK AND RECREATION ADVISORY COMMISSION ORDINANCE. Discussion and possible recommendation of this new ordinance . 111 TO: RECREATION BOARD 0 City of ElkFROM: PATRICK KLAERS, CITY ADMINISTRATOR River DATE: FEBRUARY 22 , 1989 SUBJECT: MARCH 1, 1989 MEETING Attached for your information is an agenda and background information on the agenda from Vice Chair, Dave Anderson. Also attached for your information is the draft 2/7/89 Recreation Board minutes, and a letter from the Burlington Northern Railroad regarding the sale of its abandoned right-of-way in Elk River. In addition to the items listed on the agenda provided by Mr. Anderson, the Recreation Board may also want to include Open Mike on the agenda; plus a discussion on the abandoned railroad right- of-way under Other Business. The discussion on the right-of-way may center on development of the trail, appropriate uses of the trail , and a "Rails to Trails" grant from the Federal Government . Additionally, the draft 2/7/89 Recreation Board minutes indicates that the possibility of a Recreation Board Task Force to discuss the concept of an Elk River Athletic Association would be discussed at this 3/1/89 meeting. Also, as discussed on 2/7 and related to agenda item #4 is the possibility of a • 1989 LAWCON Grant for the development of Woodland Trails Park or the purchase of additional property for park land. Finally, also related to agenda item #4 is the concept of hiring a consultant to develop a parks and recreation master plan. If you have any questions regarding the upcoming 3/1/89 Recreation Board meeting that will be held on Wednesday, at 7: 00 p.m. at the Elk River City Hall Conference room, please feel free to contact me. Elk River, MN 55330 Dear Mr. Klaers: Attached is a contract to cover the proposed sale of abandoned right-of-way at Elk River, Minnesota. If the contract is acceptable, please arrange to sign the agreement where indicated and on the bottom of the page write the exact names as they should appear in the Quit Claim Deed, advising if title is to be taken in joint tenancy, as tenants in common, a corporation (name State under which it is incorporated) , etc. The mailing address of the grantee should also be indicated. The contract should then be returned to this office together with a check in the amount of $5,370.00 covering deposit. Upon receipt, I shall arrange to secure signature by the railroad company, after which a completed copy will be returned for your records.
