SUBJECT: AGENDA MEMO
The next City Recreation Board meeting is scheduled for
approximately 7: 30 p.m. , on Tuesday, October 11 , 1988 , at the Elk
River City Hall Conference Room. Attached for your information
is a suggested agenda for this Recreation Board meeting. Also
attached for your information and review are the draft 9/6/88
Recreation Board minutes.
Please note that there is a tour of the Woodland Trails Park
prior to this Recreation Board meeting. Please meet at the Golf
Course parking lot slightly before 6: 00 p.m. so that we can take
a complete tour of this park prior to darkness.

5 . DISCUSSION ON THE WOODLAND TRAILS TOUR
III As the City anticipates submitting a LAWCON Grant for the
development of the Woodland Trails Park and the Recreation
Board is planning a tour of this park prior to this
Recreation Board meeting, it seems relevant to discuss the
future development of this park . Economic Development
Coordinator, Dick Fursman, will be submitting the LAWCON
Grant on behalf of the City if such a grant is deemed
appropriate by the Recreation Board and the City Council.
Dick will be attending the tour of this park with the
Recreation Board. Possible components of a five year LAWCON
Grant could include the construction of an entrance into the
park, the constuction of a parking lot (with lights) ,
construction of a camping area with grills, shelter, picnic
tables etc. , construction of bridges over the creek within
this park and the construction of cross country skiing
trails and hiking trails. Longer range plans for this park
may include a comprehensive athletic area.
6 . PARK DEDICATION FEES
Per direction from the Recreation Board at the last
Recreation meeting, this item has been placed on this agenda
for discussion. Attached for your information is a letter
from Rolfe Anderson, Recreation Board member, who completed
some research on Park Dedication Fees that are collected in

adjacent areas. A quick review of this memo will quite
clearly show that the proposal to increase Elk River Park
Dedication Fees from $200.00 per living unit to $300.00 per
living unit is appropriate when taking into consideration
Park Dedication Fees in neighboring communities.
7 . UPDATE ON PARK AND RECREATION DEPARTMENTS FINANCIAL STATUS
Either Lori Johnson, Finance Director, will be attending
this meeting to answer financial related questions from the
Recreation Board, or else she will provide me with a memo
and some charts to distribute to the Board members. Either
way, I hope to be able to answer some of the questions
relating to city finances and park and recreation
activities.
10.2 NOVEMBER RECREATION MEETING
For the next Recreation Board meeting scheduled for November
1 , 1988, I have contacted Brooklyn Park 's Park and
Recreation Director, Dennis Palm, to attend this meeting.
As a convenience to Mr. Palm, I would like to hold this
meeting at 6: 00 p.m. , on November 1, 1988. I asked Dennis
to come to this meeting to help explain how the Brooklyn
Park Park and Recreation department has developed over the
years. Dennis has worked for Brooklyn Park since it was
10,000 population and it is currently approaching 50 ,000
population. Dennis also started his career working in the
recreation area for school districts. I will be having a
pre-meeting with Dennis to help explain our situation so
that he can come into this meeting with some background on
Elk River. Dennis should be able to provide us with some
insight on how to develop a comprehensive park and
recreation program, the role of a city park and recreation
employee and his experience on how school districts and
cities interact in the recreation areas.
