SUBJECT: JULY 19, 1988 RECREATION BOARD
MEETING
The next City Recreation Board meeting is scheduled for 7 : 00 p.m.
on Tuesday, July 19, 1988, at the Elk River City Hall conference
room. Attached for your information is a suggested agenda for
this Recreation Board meeting. Also attached for your
information and review are the draft 6/7/88 Recreation Board
minutes.
Please note that there is a tour of the old City dump site
planned prior to the Recreation Board meeting at City Hall . This
tour is scheduled to begin at 6: 00. A one hour tour for an 80
acre parcel is not sufficent to analyze in detail future needs
for the property or goals for the park . However, this premeeting
visit to the old dump site should provide all Recreation Board
members with a good sense of what is available at this site and
what some of the potential uses are for this property.
Comments on agenda items are as follows:
5 . - GREEN SPACE PROPOSAL
Community Education Director, Charlie Blesener, has requested to
be on this agenda to discuss a proposal for use of the former
railroad depot site. Charlie has been working with a 2001
Subcommittee that is interested in creating more green space
within the business area of Elk River. A graduate student in
landscaping architect has been working with the 2001 Subcommittee
and she is scheduled to make a presentation on the proposal to
enhance this site. The proposal should not only cover what is
anticipated to happen on this property, but also who will
complete the work , who will pay for the work , who will pay for
the lease on the railroad property, how the City obtains
permission from the railroad to do work on this site (and how
long it would take to get this permission) and other similar
issues. At this time, the City does not see a need for this
space to be utilized as parking and it is anticipated that the
Council will approve any type of proposal to "beautify" the
business areas within Elk River. Such a recommendation could be
presented to the City Council as early as July 25 , 1988 .

6. - "NAME THAT PARK" CONTEST RESULTS
According to the material put together by Recreation Board
members, the "Name that Park" Contest deadline for entries is
July 15, 1988. Applications have been available at the Community
Festival, Fourth of July Festival, at City Hall, and at the
Public Library. At this time, the entries submitted at City Hall
have been somewhat sparse. I have not checked the status of the
entries submitted at the Public Library or discussed with
Chairman, Mike O'Brian, the number of entries submitted during
the Fourth of July Festival . Regardless of the number of
entries, this contest should be discussed by the Recreation Board
at the upcoming meeting. The Recreation Board should determine
an appropriate course of action in order to forward a
recommendation to the City Council on proposed park names.
7 .1. - DISCUSSION/WARMING HOUSE
Charlie Blesener has informed me that he anticipates having
additional information regarding the status of the warming house
at Handke pit for the Recreation Board at this meeting.

7 .2. - DISCUSSION/SOFTBALL LIGHTS
At the previous Recreation Board meeting a motion was made which
supported the installation of softball lights at the softball
complex for the 1989 season. The key issue in installing these
lights is financial . This issue will be discussed by the City
Council during its 7/18/88 meeting and it is anticipated that the
City could budget some monies during the budget process for this
1989 purchase. Whether the lights are purchased at one time or
over a five year period is also an issue that will receive City
Council attention. Financial particiation by the softball
league, plus financial participation by the Municipal Utilities
are also factors that need to be addressed. I am assuming that
Dave Anderson will have the most information to provide the
Recreation Board on this issue.
7.3 . - DISCUSSION/COMPREHENSIVE PARK AND RECREATION PLAN
I am not sure how much discussion this particular issue will
receive from the Recreation Board, but this is an issue that was
continued from the last Recreation Board meeting. This is a long
range goal for the Recreation Board and not something that will
be accomplished in a short period of time. The Recreation Board
may want to combine its discussion of the dump site with this •
agenda item and start its Comprehensive Park Plan with
discussions on each individual City park. At the last meeting a
need for a consultant to advise the Recreation Board on the
development of a Comprehensive Plan was discussed. This also
would be a City Council budget decision for the 1989 year.

• 7 .4 . - DISCUSSION/LION'S PARK
Phil Hals, Street Superintendent, should be able to provide the
Recreation Board with an update on the status of skating
activities this upcoming winter season in Lion's Park .
7 .5 . - DISCUSSION/RECENT CITY COUNCIL ACTION
The only firm recommendation from the Recreation Board that will
be discussed by the City Council relates to the motion that the
Recreation Board' s 6/7/88 meeting relative to softball lights.
8.1 UPDATE/EMERGENCY TELEPHONES
Phil Hals has received approval to proceed with the installation
of the emergency public telephone at Orono Park . Charlie
Blesener should be able to provide the Recreation Board with an
update of the emergency telephone status at the Salk athelic
area.
8.2. - UPDATE/PARK AND RECREATION COMMISSION ORDINANCE
Staff is in the process of putting together a Park and Recreation
Commission Ordinance that would make the Recreation Board an
Advisory Recommending Agency to the City Council, much like the
Planning Commission. Once this ordinance is drafted, it will be
forwarded to the City Attorney for review. If such a draft
ordinance is available, it will be included within this agenda
packet or distributed at the 7/19/88 Recreation Board meeting.
8 .3. - UPDATE/BUDGET TIME FRAME
Charlie Blesener should be able to provide the Recreation Board
with an update on his time frame for submitting the 1989
Recreation Budget. The entire City General Fund budget process
has begun. The budget will be pieced together in August and
should be ready for City Council review in later September. The
Recreation Board members will have an opportunity to look at
budget figures at its September, 1988 meeting.

9. - AUGUST AGENDA
I believe it is important for the Recreation Board to take a tour
of the new City Park that has been purchased, which is located
north of the golf course. Phil Hals should be able to provide
the Recreation Board with an update on access to this park. It
may be appropriate to work out arrangements with the golf course
to allow the public to park in its parking lot if individuals
desire to use this public park. In this manner, more time can be
taken to plan out the type of entrance and vehicle parking area
for this park. According to input received from Economic
Development Coordinator, Dick Fursman, at the last Recreation
Board meeting, this new park area may be a prime candidate for a
Lawcon grant and, as such, the City may not want to pursue any
actual improvement of this park until 1989.
10.1. - DISCUSSION OF TOUR OF FORMER CITY DUMP SITE
As time allows, I believe it is relevant to discuss what was
observed during the tour before this Recreation Board Meeting.
This agenda item may be combined with Item 7 .3 where the
Comprehensive Park and Recreation Plan is discussed.
