Background/Discussion Mikel McLaughlin, founding member of Day Without Violence, is requesting Council proclaim September 29, 2015, as Elk River Day Without Violence. The Day Without Violence organization would like cities to declare September 29 as a citywide day without violence, then have states declare September 30 and eventually the U.S. Government as a National Day on October 1. The United Nations has already established October 2 as International Day of non-violence. Website http://www.daywithoutviolence.com/ Facebook https://www.facebook.com/daywithoutviolence Financial Impact N/A Attachments  Proclamation Proclamation Designating September 29, 2015, as Elk River Day Without Violence WHEREAS, Elk River values and strives for neighborhoods free from the harmful effects of violence; and WHEREAS, all citizens have a right to live in their homes and community free from violence and fear of violence; and WHEREAS, the problem of violence requires a collective community response to ensure safety for victims, accountability for perpetrators, and safe futures for all people; and WHEREAS, the reduction of violence improves the quality of life for all families and individuals; and WHEREAS, Day Without Violence is committed to having each city within Minnesota proclaim a citywide day without violence on September 29; and WHEREAS, Day Without Violence is committed to having each state proclaim a statewide day without violence on or about September 30; and WHEREAS, Day Without Violence is committed to having the United States proclaim a nationwide day without violence on October 1 to be known as the National Day Without Violence; and WHEREAS, Minnesota along with the rest of these United States can join with other nations to celebrate on October 2 the United Nations International Day of Non-Violence. NOW, THEREFORE, BE IT RESOLVED that I, John Dietz, Mayor of Elk River, do hereby proclaim Tuesday, September 29, 2015, as Elk River Day Without Violence. John J.
