Call Meeting To Order
Pursuant to due call and notice thereof, the special joint meeting of the Elk River
City Council and Sherburne County Board was called to order at 7:35 p.m. by
Chair Engstrom and Mayor Klinzing.

Streets
a. County Road 12
County Engineer Dave Schwarting provided an update on the status of
the County Road 12 project. He noted that plans have been prepared
and the project will soon go out for bid. It is anticipated that the project
will be completed this year. The project will include the realignment of the
new CSAH 13 intersection.
b. Business Center Drive Extension
City Administrator Pat Klaers gave an update on the status of the Business
Center Drive Project. He explained that Business Center Drive will be

extended to Waco, that the Highway 10 access at the Government
Center will be closed, and that Waco will be signalized in the future.
d. County Road 33 and 77 Reconstruction
Dave Schwarting indicated that the reconstruction of this (}rea is
dependent upon Barton Sand and Gravel requesting the upgrade, The
poor condition of the road was discussed. It was suggested that Steve
Rohlf and Dave Schwarting make contact with Barton to try and
determine their timeframe so that the County can budget for project.
Chair Engstrom recommended that the road be patched in the
meantime.

· County Roads 1 and 77
· County Road 1 and School Street
County Road 33 and Hi,qhway 169
Dave Schwarting gave an update on these signals. He indicated that
signals for C.R. 1 and 77 and C,R, 1 and School Street should be installed
this year before the school year begins and that the County Road
33/Highway 169 signal will be a 2001 project.
e. Other
The City would support the County's effort to work with the state in their
traffic analysis during the review of the County State Aid road system to
determine the highest growth and traffic areas.
County Road 44
The County Engineer indicated that CR 44 was top priority and will be
considered for improvement in 2 years.
4.1. Northstar Corridor Project Update
Commissioner Nagorski gave an update on the Northstar Corridor project.
Potential County and City costs for the project were discussed. Brian Benson
indicated that the County is considering a survey or an advisory referendum
regarding the project to see if people are supportive of commuter rail,
4.3. Discussion on Current Le.qislative and Court Issues
Brian Benson indicated that next year there will be possible changes in the
aggregate tax laws and regulation of gravel laws. Pat Klaers talked about
current legislation pertaining to the city and the county. Brian reviewed the
recent court decision on the valuation at Great River Energy.
4.4. Tax Abatement Policy Update
Pat Klaers informed the County that the EDA and City Council have held public
hearings and adopted a Tax Rebate Policy. Alex Wikstrom indicated that the
City Council Minutes Page 3

County is working on a tE~x rebate policy also. He indicated that he would like the
County's policy to be compatible with all city and township policies so as to
reduce redundancy for the applicant.
4.5. Review Current Work on County Ditch # 28
Steve Rohlf indicating that the city has encountered some problems with Ditch
# 28. He stated that the City Engineer is working with the county on the issue.
4.6. Discuss Solid Waste and Environmental Issues
Steve Rohlf and Dave Lucas discussed the revisions that have been made to the
Elk River Landfill permits at the city and that are being proposed to the county.
Steve stated that the county subsidy to the city - at the rate of $20/household -
for having organized recycling and taking our garbage to the RDF Plant is
working well and that the city hopes this program can continue.
Gravel Mining
Discussion took place regarding a possible gravel audit. It was the consensus of
the County Board and City Council to have the County conduct a gravel audit
and that the City would share the cost based on the percentage that it receives
from the gravel tax.
