Pursuant to due call and notice thereof, the meeting of the Elk River City Council
was called to order at 7:20 p.m. by Mayor Klinzing.

COUNCILMEMBER THOMPSON MOVED TO APPROVE THE AGENDA.
COUNCILMEMBER FARBER SECONDED THE MOTION. THE MOTION CARRIED 5-0.
Consider Consent Agenda
COUNCILMEMBER FARBER MOVED TO APPROVE THE CONSENT AGENDA AS

COUNCIl. MEMBER THOMPSON MOVED TO RECONSIDER THE ZONE CHANGE AND
LAND USE AMENDMENT MOTIONS THAT WERE MADE ON MARCH 20, 2000, FOR
PROPERTY OWNED BY HOYT PARTNERS AND THAT THE CITY COUNCIL CONTINUE THE
CONSIDERATION OF THESE REQUESTS UNTIL APRIL 17, 2000. COUNCILMEMBER MOTIN
SECONDED THE MOTION.

Councilmember Farber asked for an explanation for the request. Councilmember
Thompson and staff responded that traffic conflicts are a major concern that
requires further discussion.
THE MOTION CARRIED 5-0.
4.2. Consider Appointment of Larry Koeni.q to EDA
Mayor Klinzing recommended the appointment of Larry Koenig to the EDA. She
noted that the EDA has also voted to recommend this appointment,
COUNCILMEMBER FARBER MOVED TO APPOINT LARRY KOENIG TO THE EDA TO
REPLACE TOM BENDER WHO RECENTLY RESIGNED WITH THE TERM ENDING 12/31/00.
COUNCILMEMBER THOMPSON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
4.3. Consider Appointment of Linda Huntin.qton to HRA
MAYOR KLINZING MOVED TO APPOINT LINDA HUNTINGTON TO THE HRA TO REPLACE
DICK HINKLE WHO RECENTLY RESIGNED WITH THE TERM ENDING 12/31/02.
COUNCILMEMBER DIETZ SECONDED THE MOTION. THE MOTION CARRIED 5-0.

Consider Joint Powers Agreement Between City of Elk River and School District 728
Re.qardin.q Parkin.q Lot Enforcement
COUNCILMEMBER THOMPSON MOVED TO ENTER INTO A JOINT POWERS AGREEMENT
WITH ELK RIVER INDEPENDENT SCHOOL DISTRICT 728 TO DISCOURAGE THE USE OF
THE OAK KNOLL PARKING LOT BY STUDENTS SO AS TO MINIMIZE THE RISK OF MOTOR
VEHICLE ACCIDENTS ON PROCTOR AVENUE. COUNCILMEMBER DIETZ SECONDED THE
MOTION. THE MOTION CARRIED 5-0.
4.5.
Public Hearin,q - Consider Adoption of Tax Rebate Financin.q Policy
Acting Director of Economic Development Marc Nevinski indicated that the EDA
held its public hearing, reviewed the proposed Tax Rebate Financing Policy and
recommended its adoption. He noted that the EDA made one amendment to
Section IV.d. and he recommended that the Council also make this amendment.
Mayor Klinzing opened the public hearing. There being no one for or against the
matter. Mayor Klinzing closed the public hearing.
COUNCILMEMBER MOTIN MOVED ADOPTION OF THE TAX REBATE FINANCING
POLICY WITH THE AMENDMENT TO SECTION IV.D. COUNClLMEMBER FARBER
SECONDED THE MOTION. THE MOTION CARRIED 5-0.
