Background /Discussion The City of Elk River recently acquired the 335 -acre Houlton farm with the house and barns located at 1801 Main Street. The Property was acquired with funds from the Outdoor Heritage Fund with the express purpose of being managed as high quality native habitat for wildlife. In order to stay within the parameters of the acquisition agreement, the farm house needs to be removed. The city advertised a notice of Request for Proposals (RFP) for the removal of the farm house. The public notice RFP was advertised in the local newspaper. Only one proposal was submitted by the deadline of May 1, 2015. The proposal by Rolfe Anderson met all of the specifications as outlined in the RFP. Financial Impact Once the farm house is removed at no cost to the city, the city will be responsible for the basement walls, garage floor and any plumbing left outside the basement wall. The city cost to complete the demolition and clean -up of the farm house can by paid for through the $50,000 grant that the city recently received from the Trust for Public Land. The city intends to have the house removed before September 30, 2015. The following description of services details the scope and content of services. The City of Elk River has recently acquired the 335 -acre parcel of land with the house and barns located at 1801 Main Street (The Property). The Property was acquired with funds from the Outdoor Heritage Fund with the express purpose of being managed for a high quality native habitat for wildlife. In order to stay within the parameters of the acquisition agreement, the farm house needs to be removed. The Subcontractor will remove the farm house from the property. The Property is currently closed to the public and will remain so until the anticipated opening in the fall of 2016. Those submitting proposals should read the Description of Services carefully, as these will form the basis of the contractual agreement with the city. Failure to comply with the specifications may provide grounds to nullify the Contract Agreement DESCRIPTION OF SERVICES REQUIREMENTS GENERAL SUBCONTRACTOR RESPONSIBILITIES Farm House Removal. The Subcontractor shall remove the Farm House. The Subcontractor shall furnish all supervision, labor, materials, and equipment necessary to accomplish the house removal. It is expected that the contractor will move the farm house from The Property to a new location at NO cost to the city. Specifications • Services to include removal and proper disposal of the farm house and all materials in it. All permit, licenses and approvals required to move and relocate the house are the responsibility of the Subcontractor. • The farm house and all materials in it are to be properly disposed of by Subcontractor off of The Property. Hazardous waste shall be identified, noted, and properly disposed of, including batteries, fuel, oil. (All are to be propery disposed of by Subcontractor off of propery location. Verification of pmperCy disposal mill be required. The city tested asbestos samples from the basement ceiling tiles of the farm house and found none detected. These samples tested negative for asbestos) City reserves the right to terminate the contract without notice for noncompliance. Subcontractor Qualifications. During the period of this Agreement, Subcontractor agrees that it will perform the duties pursuant to this Agreement and that Subcontractors is experienced in performing service. Check with Elk River City Hall for any license requirements for hauling all items. During the period of this Agreement, Subcontractor agrees that it will maintain, at a minimum, the following performance and technical capabilities: (a) Subcontractor shall maintain insurance(s) that meets or exceeds the City of Elk River Insurance Requirements. Subcontractor shall provide evidence of coverage to the City at the start of any contract award and will advise the city of any changes of coverage. Failure to do so may be grounds for revocation of the Agreement. (b) Subcontractor shall ensure that sufficient personnel are maintained and available for Subcontractor to perform the house removal required by the scope of this Agreement. Subcontractor Timeliness The contract work to remove the house must be completed by September 30, 2015. Evaluation of Proposal All proposals received by the deadline will be evaluated by the City of Elk River staff and consultants. In some instances, an interview may be a part of the evaluation process. City staff will make recommendations to the City Council on the award of this contract. Factors upon which the proposal will be judged include, but are not limited to, the following: 1. Anticipated cost of the services to be performed. 2. Qualifications, license, insurance of responder and associated personnel. 3. Similar work experience. 4. References. Limitations This Request for Proposal does not commit the City of Elk River to award a contract, to pay any costs incurred in the preparation of the proposal to this request, or to enter into a contract for services. The City of Elk River reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified source, or to cancel in part or its entirety this Request for Proposals if it is in the best interest of the city to do so. The City Council has final approval of the contractor to complete the proposal. A recommendation from the staff to the City Council will be made following review of the proposals. The city may require the responder selected to provide additional information on their proposals as a result of direct negotiations. The following documentation must be submitted at the time of your bid in one complete package: • Written proposal, • Proof of $1,000,000 Liability Insurance, indemnifying City of Elk River from any claims. • Proof of Workers Compensation Insurance The city is expecting the contracted price to be a nominal one -time fee. Contractors are required to supply proof of insurances. RFP for farm house removal Page 3 April 29, 2015 City of Elk River Park and Rec Dept Attn: Michael Hecker 13065 Orono Pkwy Elk River, MN 55330 Farm House Removal 1801 Main St NW I hereby submit a proposal to move the Houlton Farm house located at 1801 Main St Elk River, MN. I would move the house and attached single car garage in it's entirety to a new location. This would include the furnace, a/c condenser, laundry tubs, well pump and plumbing fixtures in the basement. The move would not include the basement walls, concrete floors - including the garage floor, windows in the basement walls and any plumbing or pipes outside the the basement walls. I have moved two houses in the past and have used Semple Building Movers for both moves with good results. I would again use Semple Building Movers for the actual move of this house. Attached is a certificate of insurance for Semple Building Movers, Inc. The move would be done at night to minimize traffic issues. The move would take place as soon as permits can be arranged with the destination community. The timetable would be late June or July. I would propose to buy the house for $1.00 and the City of Elk River would not incur any additional costs for the move as proposed above.
