Request
Bleekers Nursery is requesting a general planning permit for a temporary
greenhouse/garden center to be located in the Menards parking lot.

Overview
Bleekers Nursery is requesting a general planning permit to locate a temporary
greenhouse in the parking lot in front of Menards. They will be selling Nursery
Stock, bedding plants and other gardening supplies from April 15th through July
30th . The proposed hours of operation are Monday through Friday 10 AM to 7
PM and Saturday and Sunday 10 Am to 4 PM. They will be utilizing a 38' X 60'
(2280 s.f.) area of the parking lot: within that area will be located a 22' X 30'
greenhouse, the remaining area will be outside display.
The proposed location for the greenhouse is the north end of the parking lot. The
garden center will take up 17 parking spaces. It will be delineated by split rail

fencing and will not block any drive Aisle. The location is out of the main flow of
traffic and should not create any traffic flow problems.
Recommendation
It is recommended the City Council approve Bleekers Nursery's request for a
general planning permit to allow a temporary greenhouse/garden center with the
following conditions:
1. The garden centedgreenhouse must be kept in good condition throughout
the time it is in place.
2. The location of the greenhouse will be consistent with the site plan.
3. The greenhouse and display area shall be removed within one week of the
end of sales and the site returned to its original condition.

To the Planning Department of Elk River,
This letter is concerning the request for a permit to set up a portable greenhouse
in the parking lot of Menards in Elk River. Bleeker's Nursery and Landscaping has been
in business since 1990. The main farm is located at 16473 Valley Drive in Andover,
where we grow annual and perennial flowers, shrubs and trees. Bleeker's is licensed by
the State of Minnesota to grow and sell nursery stock.
Menards will give us a 38' x 60' area of the parking lot for a sales area. The
green house is 22' x 30'. The area was chosen so as not to interfere with the traffic
