Please plan to arrive and have your meal ordered or help yourself at the buffet and be ready to begin meeting at 11:45 a.m. Michele Bergh Community Recreation Staff Report April 2000 Staffing We have hired a new staff person to replace Dan in the office. Her name is Darci Stiff. She is new to the area and has many years of office experience as well as experience dealing with the public. She started on Monday, April 10 and is working 5 hours a day, 4 days a week and will be working programs for us as well. She is doing wonderfully and we are happy to have her here. We have also filled both positions at Emporium and I am confident that we have hired two very good people for the positions. Summer Programs Summer programming is just about complete. The brochure is at the printer now and we are working on a flyer for the schools. We have also included a 1-page insert into the Elk River Current about our upcoming programs. We are looking at possible adding another basketball camp for elementary age kids as well as the cheerleading program. We' ve had wonderful feedback about the cheerleading program but are having difficulty finding someone to run it. We are going to keep trying and see if we can't get something set up before school is out so we can do some special marketing. Emporium We have concerts booked every weekend, except the holiday weekends, between now and the end of July. We try to keep them on Fridays as it is easier to staff and twice a week would be too much if we did it all the time but they are starting to ask about Saturdays since the Fridays are filled. As the weather becomes warmer, we are having more kids hang out outside which is a challenge to deal with. They are generally well behaved but it does get louder when more of them are hanging around outside. Web Site We are almost done putting our summer programs on our web site. I would encourage you to visit it if you haven't recently. We have completely redone the appearance of it and I think it looks really nice. People will be able to view all of our programs, print out registration forms, and get other information about Community Recreation and youth associations. Since November, when we started our web site; we have had over 300 people look at it. We've had about 30 people look at it in the last two weeks so I believe it will be well used this summer. Youth Associations We are very busy working with the youth associations to coordinate field needs. We will be scheduling practices and games for softball, baseball and soccer. This will be somewhere around 200 coaches that we will need to schedule fields for. Our office is working with the associations to figure out the best procedure to follow for the practices so that it is easy for everyone to follow. We are planning to issue permits to each coach so that they will have documentation showing that they have the field reserved. Skate Park There has been some renewed interest in the skate park here in Elk River so we are working on getting that up and running again. There are some ramps that have been completed that some students are interested in placing on the site but we need to wait for information from our insurance carrier. Lutheran Brotherhood has also contacted us about possibly donating $500 to help develop the park. Update on Field Reservation Policy I am working with the City of Elk River attorney to develop a policy. He will forward me something as soon as it is complete. I believe we will need to wait until next year to implement this policy if we make the change as the season will be too far along this year before we get have a new policy finalized. Field Scheduling Policy Motion to approve concept of policy that would require all organizations requesting fields through our department to provide proof of insurance, a copy of Articles of Incorporation or a similar document, signed affidavit that official board members and coaches have undergone and passed a background check and a signed waiver of responsibility was made by Paul Motin, seconded by Roger Rosenquist. 3-0. Consider salary increase for RaeAnn Gardner Motion to approve salary increase of $1 per hour, which brings her salary to $20,869, was made by Roger Rosenquist, seconded by Paul Motin. 4-0. 5. Also working on improvements to the Youth Athletic Complex b. Hassan Township - Elections held, they have two new members on their town board. c. Otsego - Working on a new development. d. Community Recreation Community Recreation offers recreational programming, support and input to the park and recreation commissions, support services to the youth associations, as well as other related services. We are a municipally funded organization, serving the cities of Elk River. Otsego, Rogers and the township of Hassan. These mumcipalities, along with ISD 728. have entered into a Joint Powers Agreement aimed at delivering recreational opportunities to their residents. If you are able to prove residency within one of the participating communities, you qualify for the discounted prices where applicable. If the community you reside in is not currently a member of the Joint Powers Agreement, the Community Recreation Board and staff encourage you to inform your city council or township board of your interest in the program and ask them to consider membership. Junior and Senior Team Tennis Leagues Boys and girls ages 8-14 should consider playing in the JTL (Junior Tennis League) and those ages 15-18 in the Senior Team League). Two times per week for two hours each time from the first week school is out until the end of July. Local Individual Private Tennis Lessons Ten or more private sessions with a knowledgeable instructor on the local courts, spread throughout the summer on an individual basis arranged around player's and instructor's schedules. These camps will be designed to improve the fundamental skills of all players who attend. The 9th grade camp is intended to help prepare players for the high school program. Community Offerings Questions 274-1840 Elk River Youth Football The ERAYF (Elk River Area Youth Football Association) will once again be sponsoring a fall league. Grade 3 A third grade flag league will again be held. No equipment will be required as this will be a recreational non-contact league. The season will begin in early September, and will continue through mid-October. Jerseys and flags will be provided. Grades 4-6 Students entering grades 4-6 may sign up for a tackle league. The season will begin in late August/early September, and will continue through mid-October. Jerseys, pants, and mouth guards will be provided by the association, but participants must furnish helmets and shoulder pads. Grades 7 & 8 A 7th and 8th grade travel program will exist for the second year. We will be playing in the North Suburban League as the lightweight team did last year. It is our hope to have a minimum of 2 teams: one being a lightweight team of players under 138 lbs., and another heavyweight team of players over 138 lbs. There may be a need for tryouts for these teams depending on the number of players interested in playing. Fees for all three levels have not yet been determined.
