Homefront: A Newsletter from the Central MN Housing Partnership,2003 Winter The nearby community of Monticello is highlighted in the attached newsletter for redeveloping a one-block area in downtown Monticello that will provide affordable home ownership opportunities for area residents. 2. Central MN Housing Partnership HOME Rental Rehabilitation Program Funding Availability Information (Letter, Brochure, and Selection Criteria), December 12, 2002 HOME Rental Rehabilitation Program funding is available as a loan with a 0% deferred interest rate for the rehabilitation of existing rental properties located in several Central MN counties, including Sherburne County. Staff forwarded the attached HOME Program information to Elk River apartment property owners/managers last month. 3. "Housing Organizations Identify Common Legislative Interests" League of MN Cities Bulletin,January 15, 2003. • The attached article highlights the issues that several Minnesota housing organizations plan to pursue with the 2003 Legislature. These organizations hope that current tax increment financing restraints on affordable housing will be removed, opportunities for cities to provide affordable housing via a block grant program will increase, and state bond resources for affordable housing will increase. Elk River Housing Study Update The Central MN Housing Partnership is in the process of updating the Elk River Housing Study to include the 2000 U.S. Census Bureau information. The updated study will be provided to the HRA at its February meeting. MN Housing Finance Agency Work Session At the November HRA meeting, the HRA requested that a work session be scheduled with Katherine Hadley, Commissioner of the MN Housing Finance Agency. Applications are currently being accepted for this program at CMHP offices until Frida , Feb . 14 . I I Counties included in the CMHP's service area include Aitkin,Benton, Carlton, Cass, Chisago, Crow Wing,Isanti, Kanabec, Mille Lacs, Morrison,Pine, Sherburne, Steams, Todd, and Wright(excluding the • St. Cloud area). This program offers rental property owners a deferred loan for the total project costs to rehabilitate their buildings.Projects that are selected for funding will require an application fee in order to move ahead. Eligible building improvements include but are not limited to roofs, siding,windows, major systems updating, floor coverings, and painting. HRRP funding is available only to properties that meet certain rent limits and tenant income limits. In addition, projects approved for this program must agree to maintain rent and income limits for at least five years. Please pass this information to interested rental property owners and have them contact me to obtain application materials needed for the February 14th deadline. This information will be used to evaluate each project through the CMHP's selection criteria process. Owners will be notified of the status of their project after a review of all applications is completed. Because of the complex nature of the HRRP,the CMHP will set up a mandatory orientation session for all selected applicants to continue with the application process. All deadlines must be adhered to in order to be considered for funding. Applications postmarked after the deadline stated,will be considered ineligible for 2003 funding. The information being requested for the February 14'h deadline is only a small portion of the final application package. Selected applicants will be informed of all the remaining materials that need to be submitted at the orientation session. The HRRP application process is very complex and involves a great deal of paperwork.
